ABOUT GREENVILLE COUNTY REDEVELOPMENT AUTHORITY
Established in 1974, the Greenville County Redevelopment Authority (GCRA) works to improve the living conditions of the county's residents by building new homes, rehabilitating existing homes and improving the infrastructures within communities. While affordable housing is the cornerstone of a healthy community, strong community partnerships make it possible for GCRA to conduct beautification and public works projects such as improving streets, installing sidewalks, community lighting plans, drainage and sewer improvements, and community greenspace, which are important assets of a safe and beautiful community. ABOUT THE EXECUTIVE DIRECTOR POSITION
Greenville County Redevelopment Authority (GCRA) seeks a dynamic and innovative leader to join their team as Executive Director. The Executive Director will work with the Board of Directors in setting the vision and goals of the organization and will guide and direct staff in their work to accomplish those goals. The Executive Director will be highly engaged with community stakeholders, the Board, County Council, municipal leaders, and partners across Greenville County, gaining a keen understanding of the needs of the community and the ways in which GCRA can have positive impact. Internally, the Executive Director will ensure effective and efficient operations to support the mission and commitments of GCRA, will administer agency policy as established by the Board of Directors, and will provide leadership and direction to staff.

Total Staff: 20 Employees
Operating Budget: $27 Million PRIMARY RESPONSIBILITIES Leadership & Team DevelopmentServe as the agency's Chief Administrative Officer; direct and coordinate all operational and administrative activities of the GCRA.Direct the activities and services of all agency departments through supervision of department managers, consultants, contractors, and partners; monitor and evaluate the efficiency and effectiveness of all GCRA business.Supervise direct staff reports, providing direction and clear expectations regarding quality standards, project timelines, agency goals, etc. Ensure appropriate standards are maintained across the agency. Allocate personnel and select new staff when needed. Address employee issues and recommend and/or approve employee discipline, discharge, promotions, and salary increases.Provide adequate training and professional development opportunities for agency personnel.Operational and Financial OversightDevelop and implement, in collaboration with the Board and staff, priorities, goals and objectives for the agency; Establish accountability measures to monitor progress. Ensure appropriate policies and procedures are in place and communicated across the organization. Manage the preparation and implementation of the approved GCRA budget and financial plans and provide regular reports and forecasts to the Board and other appropriate bodies regarding the financial condition of the agency, its expenditure of funds, the financial needs and projection of funds for future community initiatives.Verify that all funds are used in accordance with applicable federal, state, and local laws, rules, regulations, and ordinances.Review departmental reports to regularly evaluate departmental performance, progress towards project completion, department or agency needs, and/or the financial health of the organization. Review or prepare various reports such as employee performance evaluations, contracts, planning documents, presentation materials, etc. that enable effective leadership of the agency. Oversee the organization's Information Technology infrastructure and engage with vendors as needed to maintain appropriately.Housing Program OversightDirect the preparation and submission of the five-year consolidated plan as required by HUD.Review and interpret HUD regulations, including those affecting Community Development Block Grant (CDBG), HOME Partnership Funds, Emergency Shelter Funds, State Housing Trust Funds, State HOME Funds, and Greenville County Housing Fund.Ensure program compliance with all local, state, and federal laws.External Engagement & CollaborationInteract, communicate, and maintain working relationships with the GCRA Board, County Council members, internal staff, County and municipal staff, elected officials, business leaders, contractors, consultants, partners, attorneys, and the public.Develop and implement an effective public information strategy to promote the agency's mission, goals, and objectives.Serve as spokesperson for the agency; represent the agency to the news media and other county, city, and state agencies.Respond to the most difficult or sensitive complaints and requests for information.Stay abreast of current trends and innovations in the field of community development / redevelopment by participation in meetings, conferences, and other professional development or networking opportunities that will enhance knowledge or understanding of community development and affordable housing. QUALIFICATIONS FOR CONSIDERATIONBachelor's degree from an accredited higher education institution is required for consideration. Advanced degree, such as a Master of Public Administration (MPA) or related field is highly preferred. Five (5) or more years of senior management/leadership experience is required for consideration. Ideally, candidates will have more than seven (7) years of progressively responsible management experience. Any equivalent combination of training and experience, which provides the required skills, knowledge, and abilities needed to perform the outlined duties may be considered. Excellence in organizational management with the ability to coach staff, manage, and develop high performance teams, set and achieve strategic objectives.Success working with a Board of Directors with the ability to cultivate existing board member relationships.The ability to engage a wide range of stakeholders.Performance Indicators will include knowledge of the job, quality of work, quantity of work, dependability, attendance, initiative and enthusiasm, judgement, cooperation, relationships with others, coordination of work, safety and housekeeping, planning, organizing, staffing, leading, delegating, decision making and creativity.
