Job Summary This position provides confidential administrative support and executive assistance to the Vice President for Finance and Administration and the Associate Vice President for Finance and Administration/Campus Information Officer (CIO). The Executive Assistant requires a broad knowledge of programs, procedure, and policies to initiate, perform, and directs the tasks necessary for the effective management of the Finance and Administration division. When decisions are required outside of policy and procedure, this position can independently form solutions. This position assists with confidential information as it relates to labor negotiations and labor contract management. Other responsibilities include but are not limited to:
Administrative Support and Office Management Make travel arrangements for the Vice President for Finance and Administration and the Associate Vice President for Finance and Administration/CIO, completing conference registration forms and other travel related documents. Collaborate with the Vice President for Finance and Administration to regularly review division policies, propose revisions via shared governance, and ensure required compliance, timelines, etc. Recommend new processes and implementation to increase efficiency in the Finance & Administration division. Communicate needs, concerns, questions, and problems along with actions to be taken and objectives to be achieved. Oversee overall functioning of the Finance and Administration office to include purchasing, purchase orders, verifying amounts of bills, and requesting payment. Maintain budgets for the office. Assist the Finance & Administration division with preparation of purchase orders and payment of bills. Serve as the expert in the Finance & Administration division with preparation of Request for Proposals (RFPs) and contracts including, but not limited to, master service agreements, professional/technical service contracts, intra- and inter-agency agreements, and guest lecturer/presenter agreements. Provide assistance and make recommendations regarding contract amounts for master service agreements. Review RFP and contract submittals to ensure all required information is included. Interpret complex budget reports for use by the Vice President for Finance and Administration to manage the Finance & Administration division accounts and make budget recommendations. Calendar Management and Scheduling Manage the schedule and electronic calendars for the Vice President for Finance and Administration, and CIO. Prioritize meetings and anticipate scheduling needs. Schedule various individual meetings, committee meetings, and divisional meetings as requested. Assist in coordinating legislative campus visits. Communications Assert due diligence to understand the situations of employees, students, parents, and community members who contact the Finance & Administration office. Use comprehensive understanding of policies, procedures, programs, curriculum, services, and resources to work with appropriate departments or divisions to resolve these situations. Track trends and provide suggestions for improvements. Attend UPBC meetings and provide administrative support for the committee. Prepare agenda and information to be presented. Provide meeting summary and follow up on action items. Create annual report at the end of the academic year. Maintain the UPBC SharePoint site. Generate reports and key correspondence in response to requests for administrative information from the Finance and Administration division. Labor Relations Attend Meet & Confer meetings to prepare minutes. Distribute final copies to be signed by the University President and bargaining unit leaders. Assist with confidential information as it relates to data and tasks assigned to the Vice President for Finance and Administration by the Minnesota State system office. Prepare confidential correspondence related to labor negotiations and labor contract management. Qualifications Minimum Qualifications Excellent customer service and interpersonal skills, listening, comprehension, and attention to detail. Excellent written and oral communication, critical thinking, and decision-making skills with the ability to independently process responses without review. Knowledge and skills of accounting. Proficiency with Microsoft Office and knowledge of other pertinent systems. Effective in working discreetly with confidential information. Ability to manage multiple priorities, deadlines, and plans. Preferred Qualifications Experience or background in higher education.
