My client is currently seeking an Environmental Engineer to support their refinery in Bakersfield, CA! This is a direct-hire position!
Job Summary:
The Environmental Engineer is responsible for assisting with compliance with Title V air permit, Wastewater, Green House Gas (GHG), and hazardous waste management. The Environmental Engineer also provides support for plant operations and serves as a direct communication link between the Operations, Maintenance, and Engineering Teams and the Environmental Department for guidance on environmental compliance requirements.
Essential Functions:
? Prepare applications and all supporting documentation to obtain new permits, modifications, variances, and other regulatory approvals from various Federal, State and local agencies.
? Understand the terms and conditions of each permit and ensure that plant is in full compliance with each permit.
? Track permit expiration dates to ensure renewal applications are submitted in a timely manner.
? Prepare reports for timely submission to various regulatory agencies.
? Ensure refinery conducts environmental testing as required by its Title V and wastewater permits.
? Ensure environmental monitoring systems such as continuous emission monitoring systems (CEMS) are functional and reporting correctly.
? Ensure environmental plans and procedures are accurate and routinely updated including Spill Prevention, Control, and Countermeasure (SPCC) Plan and Storm Water Pollutions Prevention Plan (SWPPP).
? Facilitate investigations of environmental incidents and/or near misses and track actions to completion.
? Serve as an on-call rotating environmental duty person available 24-7 as needed.
? Perform regular audits of facility operations impacting environmental compliance.
? Assist with preparing work scopes, plans, and specifications for the solicitation of quotes and bids for environmental-related projects.
? Escort environmental agency inspectors within the facility.
? Prepare/update and deliver periodic environmental training programs.
Required Skills/Abilities:
? Demonstrated knowledge and experience with EPA and California air quality regulatory requirements with specific experience in working with the San Joaquin Valley Air Pollution Control District (SJVAPCD). General understanding and/or willingness to learn other regulatory programs including waste, wastewater, stormwater, and spill response and prevention (i.e., SPCC).
? General understanding and prior experience working in industrial facilities are a plus.
? Microsoft Office skills required; strong Excel/spreadsheet skills desired.
? Self-starter capable of working with minimal supervision.
? Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
? Ability to communicate effectively both verbally and in writing with operating and technical/engineering staff, and with regulatory agency staff.
? Ability to identify measures or indicators of system performance and the actions needed to improve or correct performance.
? Ability to prioritize and manage one's own time effectively and to develop specific goals and plans to prioritize, organize, and accomplish the work.
? Ability to develop constructive and cooperative working relationships with others and maintain them over time.
? Ability to perform day-to-day administrative tasks such as maintaining information files, and processing paperwork.
? Ability to perform under short timelines, and burdensome conditions when presented with emergencies.
Education and Experience:
? B.S. in Engineering (Environmental, Chemical or Mechanical preferred) or applicable science field
? Minimum of 5 years of petroleum facility or other manufacturing facility experience.
Physical Requirements:
? Prolonged periods of sitting at a desk and working on a computer
? Prolonged periods of standing and walking
? Must be able to pass a physical test of pushing, pulling, and lifting a minimum of 50 lbs
? Ability to perform repetitive movements over long periods of time
