Job Summary **This position has the ability to telework but will be required to meet in the St Paul office 1-2 times a month**
Under administrative supervision, the Human Services Program Rep 2 executes significant changes to complex background study technology processes, applications, and software designed for DHS' NETStudy 2.0 and NETStudy (LIS legacy) background studies systems.
This position is legislatively required to complete the work needed for "deduplication" and is responsible for conducting ongoing technology assessments, review and maintenance of provider entity rosters assists in conducting development, design, testing, and production deployment.
Responsibilities include:
Providing technical expertise and leading system design, including requirements gathering, to support the Department's "deduplication" efforts. Coordinating and collaborating frequently with internal system users, contracted technology vendors, programmers, and information technology staff (MN.IT). Providing guidance, direction on projects, and communicating recommendations, barriers and opportunities to management and technology partners that ensure system requirements meet the needs (internal and external) of DHS/OIG, and all system users. Tracking progress of system development, documenting the completion of project tasks, and identifying and addressing system issues. Trouble-shooting system issues as reported by users or vendors, tracking/monitoring system performance, and assuring data security and privacy requirements are maintained in addition to and ensuring adherence with state and federal regulations and compliance. Qualifications Minimum Qualifications 3 years professional experience demonstrating one or a combination of the following:
Leading system design and development; Establishing work plans and tracking completion of tasks; Providing technical assistance to end users; Developing, updating, and maintaining training materials for staff and stakeholders Preferred Qualifications Experience with the NETStudy 2.0 system, including front- and back- office systems functionality and, related policies and protocols. Knowledge of DHS background study processes and workflows Comply with Department of Human Services (DHS) and Division processes, policies, protocols, and relevant laws, including but not limited to: o Minnesota Statutes, Chapter 13 (the Minnesota Government Data Practices Act).
o Minnesota Statutes, Chapter 245C (Background Studies Act).
o Adam Walsh Child Protection and Safety Act of 2006 (Federal Law).
o Minnesota Statutes, section 245A (the Human Services Licensing Act).
o Minnesota Statutes, sections 626.556 (the Maltreatment of Minors Act), and Minnesota Statutes, section 626.557 (the Vulnerable Adult Act).
o Applicable Minnesota laws and rules pertaining to child foster care licensure and adoptions.
o Applicable federal laws and rules pertaining to conducting background studies related to prospective child foster care and adoptive placement.
Anticipate user requirements and identify and resolve problems. Set and achieve deadlines and follow through in a timely manner on commitments and assignments. Understand complex system and business processes and convey them effectively verbally and in written materials. Advanced computer and word-processing skills and experience in use of databases, Microsoft Office, and SharePoint. Apply excellent grammar and syntax to convey complicated technical, legal, and procedural information clearly and concisely. High standards for accuracy of work and ability to work independently with minimal guidance. Variety of experiences working effectively with others from different backgrounds and cultures.
