Generally,the hiring range is $102,362 - $127,953 annually. Qualifications, education, and experience asit relates to the position will be taken into consideration when determininghiring salary.

ESSENTIALDUTIES AND RESPONSIBILITIES : (The followingexamples are illustrative only and are not intended to be all inclusive.)

Development Review Engineer IV
Thefollowing duties and responsibilities are with an emphasis on civil designpractices and land development.
Stormwater Engineer IV
The following duties and responsibilities are with an emphasis on stormwaterdesign, stormwater regulations and stormwater discharge permitting.
Traffic Engineer IV
The following duties and responsibilities are with an emphasis on trafficengineering and land development.
Capital Improvement Projects Engineer IV
Thefollowing duties and responsibilities are with an emphasis on constructionpractices and land development.
Develops, analyzes and reviews Engineering and Survey Plans, Studies, Reportsand Design Documents. Examples of those plans would include: subdivisionplats, roadway plan and profiles, signage and striping, storm drainageimprovements, water quality and detention improvements, grading, erosion andsediment control, traffic control, traffic signal plans and signal timing.Examples of those Studies, Reports and Design Documents would include drainagereports, storm water management report, pavement design report, trafficstudies, alternative road standards, environmental impact statements, serviceplans, subdivision improvement agreements, intergovernmental agreements,improvement agreements, easement documents and right-of-way documents. Allitems listed, must be in conformance with County criteria.
Manages in-house engineering projects from conceptual design to projectcompletion. Coordinates and manages consultants and other engineering staffwhile managing projects. Studies, investigates, and conducts location analysis.Prepares designs, plans, and specifications. Authorizes appropriate plandeviations.
Prepares referrals and referral responses for and to other County Departmentsand supporting agencies for all land development projects.
Coordinates project design and construction with Douglas County Divisions andother governing agencies such as adjacent County Governments, Tri County HealthDepartment, Urban Drainage Flood Control District, Army Corps. of Engineers andlocal Metropolitan Districts.
Prepares written technical correspondence based on reviews of developersubmitted legal and construction documents. The correspondence evaluatesproject conformance with County criteria and offers design solutions acceptableto County criteria.
Meets and coordinates with individual developers, engineers, architects,contractors and other County staff to discuss project conflicts and agree onacceptable solutions in order to satisfy all entities involved, while meetingCounty criteria.
Negotiates public improvements where criteria is subject to interpretation oris deficient.
Prepares or directs the preparation of reports, studies, specifications, plans,construction schedules, traffic analysis, and project designs and constructiondetails relative to individual projects.
Coordinates changes to floodplain criteria to meet County, State, and Federalrequirements. Participates in revision of Douglas County Flood InsuranceRate Maps with state and local officials.
Analyzes existing storm sewers and drainage ways. Determines overloadsections and required relief systems. Drafts preliminary design andrecommends changes.
Extensively utilizes computer assisted engineering programs and design softwareto prepare and evaluate engineering and design documents. Such programs andsoftware include AutoCAD, Land Development CAD, StormCAD, CulvertMaster,FlowMaster, traffic analysis and traffic signal timing.
Recommendsapproval or denial of appropriate plan deviations or variances to the CountyEngineer.
Prepares, reviews and facilitates Intergovernmental Agreements and SubdivisionImprovements Agreements in association with the County Attorneys office.
Calculates quantities and estimates for engineering projects. Determinesproject feasibility based on analysis of collected data. Acquires andsecures fair shares contributions based on improvements agreements for futurepublic improvements.
Attends Planning Commission and Board of County Commissioners hearings andmakes presentations to both when required. Attends neighborhood meetingsto discuss projects with interested and affected property owners and homeownergroups.
Recommends approval or denial to the Douglas County Building Division forissuance of Certificates of Occupancy for commercial and multi-familydevelopments.
Provides public assistance by evaluating existing problems and makingrecommendations for the appropriate corrective actions to property owners,homeowners and their consultants.
Conducts site inspections. Inspects and reviews work of field inspectors. Monitors progress and ensures conformance to engineering plans,specifications, and construction and safety standards. Advises andprovides supervision on surveying, construction staking, and other problems oncomplex project issues. Advises and assists on complex surveying and otherdifficult engineering problems.
Manages and coordinates the preparation, development, and refinements totechnical standards and County engineering criteria to meet state and federalstandards.

OTHER DUTIES :
Responsible for training new engineering employees in regards to County policyand criteria.
Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES : The Engineer IV position involvesproject management and extensive coordination in order to complete a project. Some positions will directly supervise other engineers and/orlabor/trades personnel.

CONSEQUENCE OF ERROR : This is complexprofessional Engineering work. Consequence of error may result in faultydesign, inaccurate decision making, or incomplete analysis resulting inpermanent or long-term problems and inadequate construction and createeconomic, operational, and health and safety hardships.

CONTACTS : This position has substantial contact with developers, contractors,consultants, other government agencies and jurisdictions, and the public.

INDEPENDENT JUDGMENT : Work involves a high degree of independentjudgment.
MINIMUM QUALIFICATIONS:
EDUCATIONand/or EXPERIENCE :
Requires a Bachelor's Degree in Civil Engineering or a related field.
Sevenyears of progressively responsible work experience in Civil Engineering or a related field.
A combination of education and experience may be considered.

LANGUAGE SKILLS : Ability to read, analyze, and interpret commonscientific journals, reports, and documents. Ability to respond toinquiries and/or complaints from customers, regulatory agencies, or the public. Ability to effectively communicate in both oral and written form. Ability to establish and maintain effective working relationships. Ability to effectively present information to top management, publicgroups, or Boards of Directors.

MATHEMATICAL SKILLS : Ability to perform complex math calculations. Ability to apply mathematical operations to such tasks as frequencydistribution, determination of test reliability and validity, analysis ofvariance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY : Ability to define problems, collect data,establish facts, and draw valid conclusions. Ability to interpret anextensive variety of technical instructions in mathematical or diagram form anddeal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS : Must be registered with theState of Colorado Board of Registration for Professional Engineers and LandSurveyors as a Professional Engineer. Must possess a valid ColoradoDriver's License upon hire, with complying insurance. Review of motor vehiclerecord is required at time of hire and periodically throughout employment.

OTHER SKILLS and ABILITIES : Extensive knowledge of civilengineering principles, practices, techniques, and methodologies. Considerable knowledge of Federal, State, and County regulations. Knowledge of engineering design related to Public Works projects.Knowledge of regionally accepted hydrology, hydraulics, drainage design, andanalysis. Knowledge of methods, techniques, and equipment used in design andimprovements of Public Works related projects. Knowledge of surveyingmethods and tools. Ability to check and verify legal land boundary descriptions,easements and right-of-ways as well as compile field survey notes. Ability to plan, assign, and direct the work of technical team members.

WORKENVIRONMENT : Work is generally performed in a typical office environmentand may work outside for site inspection work.

Other Necessary Requirements:
