Job Description

We have an opening for an

Emergency Management Professional

to plan, develop, refine, and oversee various technical elements of the LLNL emergency management and response program. You will also be responsible for authoring, reviewing and approving procedures, and other related documents, as well as plan, organize, budget, and lead multiple emergency management technical projects such as the establishment of a continually staffed 24/7 centralized emergency communication and alarms monitoring center. This position is in the Emergency Management Department, Response and Support Division.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You willManage, develop, and coordinate emergency operations and response support programs in accordance with industry standard incident management principles that include National Incident Management System (NIMS), California's Standardized Emergency Management System (SEMS) and the Incident Command System (ICS).Provide solutions to a diverse range of moderate to complex issues/problems in emergency management that require analysis of emergency response organization performance and creative use of established emergency management principles and response planning methodologies.Use professional judgment within defined LLNL policies, DOE contractual requirements, and proven emergency management practices to develop and evaluate solutions to emergency response operational issues, including creations of procedures and job aids for members of the LLNL emergency response organization.Respond to onsite emergencies as a qualified member of the Emergency Response Organization.Maintain prescribed training and adhere to all relevant Environmental, Safety, and Health (ES&H) and Security policies and practices, as well as LLNL Standards of Conduct and Business Ethics and Conflict of Interest policies and guidelines.Perform other duties as assigned.

Additional job responsibilities, at the TSS.3 levelDevelop original solutions to complex technical problems requiring in-depth analysis for establishing a 24/7 Emergency Communication and Alarms Monitoring Center.Participate in the selection, training and mentoring of EMD/Centralized Emergency Communication and Alarms Monitoring Center staff (12-14 employees).Develop short and long-term goals and objectives for establishing a new 24/7 Centralized Emergency Communication and Alarms Monitoring Center at LLNL and plans to accomplish those goals.Establish standards, training, policies, and procedures for operating and managing the 24/7 Centralized Emergency Communication and Alarms Monitoring Center and monitor and evaluate 24/7 Centralized Emergency Communication and Alarms Monitoring Center performance and staff compliance with EMD and LLNL policies, procedures, and customer expectations.Develop and produce regular managerial level reports regarding 24/7 Centralized Emergency Communication and Alarms Monitoring Center operations, management, staffing, budgetary needs, and performance.

QualificationsAbility to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.Bachelor's degree in an Emergency Management, or other related emergency management and response field, or equivalent combination of education with relevant experience in emergency management and response.Demonstrated working knowledge of the National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS), and the Incident Command Systems (ICS).Broad experience supporting emergency management or response programs, including the development of emergency preparedness strategies, emergency plans, and working in an Emergency Operations Center (EOC) or similar type of essential emergency response management facility.Experience supporting emergency management or response at a large academic campus, governmental (i.e., DOE, DOD, NASA) facility, or industrial (i.e., petrochemical refinery, airport, manufacturing complex) site.Experience working on scene with first responders (i.e., fire services, law enforcement, public safety, emergency medical).Experience and a working knowledge with operating incident management software systems, such as BlackBerry AtHoc, FirstNet or WebEOC and use of industry standard technologies including database/software (Microsoft Excel, Word, PowerPoint).Project management and acquisition skills, highly advanced written and verbal communication and interpersonal skills, and ability to interact with all levels of management and staff.

Additional qualifications at the TSS.3 levelGeneral knowledge and working understanding of NFPA 1225 Standard for Emergency Services Communication.Knowledge of the operation and experience in management of modern and complex emergency communications systems and equipment, including but not limited to: Computer Aided dispatch (CAD) programs, radio communication and related emergency communication systems.Experience managing or leading a 24/7 emergency operations or communications center with responsibility for coordinating emergency response activities and actions.Demonstrated project management and acquisition skills with complex multi element and stakeholder projects.

Qualifications We DesireCEM Certification from the International Association of Emergency Managers.Completion of Federal Emergency Management Agency (FEMA) courses: ICS-100, 200, 300, 400, 700, and 800.Experience implementing DOE Order 151.1D, Comprehensive Emergency Management System.Ability to serve in an assigned on-duty/on-call position in the LLNL Emergency Response Organization, with the potential for 24/7/365 one hour recall to LLNL and assignment in the LLNL EOC during work hours and non-work hours for emergencies (earthquake, fire, hazardous material spills, security threats, etc.).Ability to obtain and maintain a valid California Driver's License in order to operate a LLNL emergency response support vehicle.

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
