**This position is located in Baton Rouge, LA** Office of Assessment, Accountability, and Analytics Job Focus Area This Education Consultant 2 position is located within the Office of Assessments, Accountability and Analytics. The primary responsibility of this position is to serve as a lead program support for a portfolio of statewide assessment programs for Louisiana's K-12 students, program support for the EdLink project management aspect for birth - 12 grade students and program support for the school accountability program.
Duties and responsibilities include, but are not limited to the following: Determines the goals and objectives of statewide assessment programs and EdLink, which includes reviewing and supporting tasks associated with the year-long project plan to achieve these goals and objectives and leading the evaluation of Louisiana's statewide assessment programs. Manages the administration and implementation of the statewide assessment program and EdLink contracts across the Office of Assessments, Accountability and Analytics. Proposes and pursues innovative approaches to improving statewide assessments content and quality on the basis of national/state reports, trends, economic conditions, future needs, education research findings and state and federal legislative or policy developments to better support the contractors work and streamline the work to be completed through contracts. Interprets and implements federal and state legislation and regulations and State Board of Elementary and Secondary Education policies and guidelines. Provides information and analysis on a consistent basis on the progress of the statewide assessment programs and EdLink to ensure refinement and progress forward. Maintains status on progress and implementation and provides status updates to state and national stakeholders, the federal government and other grant-making bodies. Establishes performance metrics, solicits feedback and evaluates effectiveness of current assessment processes and their impact on student achievement  Analyzes federal, state, and district data to inform statewide assessment and EdLink planning, implementation, evaluation and success. Support the facilitation of accountability and assessment policy. This includes programmatic support, collaboration with all stakeholders, and oversight of contractors and consultants and their associated contracts. Support schools and school systems in accessing general information for the accountability system. Creates resources, training and reports to share trends with other LDOE offices. Analyze data and coordinate with vendors to track trends and support any program efforts as needed. Host, coordinate, and attend office hours and monthly calls with schools and school systems. Act as a liaison between vendors to work on the connection between systems and teams as needed. Researches, develops, and implements systems for monitoring and improving strategic and coordinated approach for statewide assessment communications in a manner to effectively meet a population of over 40,000 teachers, principals, directors, system leaders, and stakeholders. Researches best practices, evaluates current communication processes and develops strategies to improve and strengthen the successful messaging with K-12 stakeholders including teachers, principals, directors, and system leaders. Prepares documents pertaining to the Office as needed for the Board of Elementary and Secondary Education (BESE) or other public meetings. * Note regarding the advertised pay range :  The Education Consultant series have a special entrance rate that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and  not the maximum amount we are allowed to pay a new hire .

Any of the following will qualify:
1. A baccalaureate degree plus three years of professional level experience in teaching or education; or in a public or private sector setting.
2. A master's degree plus two years of professional level experience in teaching or education; or in a public or private sector setting.
3. A master's degree in education plus one year of professional level experience in teaching or education; or in a public or private sector setting.
SUBSTITUTIONS:
A master's degree plus thirty graduate hours will substitute for one year of the required experience.
An Educational Specialist Degree will substitute for one year of the required experience.
A Ph.D. or Ed. D will substitute for two years of the required experience.
NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.

Supports the development and implementation of educational programs affecting populations involved in learning and education. Performs programmatic work in support of higher-level education professionals.

General from an Education Consultant Supervisor, Education Division Director, or higher-level professional.
SUPERVISION EXERCISED:
None.
LOCATION OF WORK:
Predominantly located at the Department of Education. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from the Education Consultant 1 by the presence of advanced level duties supporting certain aspects of an educational program with minimal supervision from a higher education professional.
Differs from the Education Consultant 3 by the absence of a high level of programmatic responsibility over all aspects of an education program.

Makes recommendations for program goals, objectives and plans to effectively implement a program or aspect of a program.
May work on a team that researches, designs, implements, and evaluates current and long-range plans, rules, regulations, guidelines, and policies for the program in accordance with federal or state laws and policies within a limited group of related programs within a Division.
May work on a team that designs, develops, and pilots, programs and research projects on the basis of national/state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.
Prepares recommendations to higher level education professionals for evaluation designs to measure the quality and effectiveness of program(s) and their impact on students.
Plans, conducts, and evaluates staff development and in-service training (including national, state, and regional workshops, hearings, conferences) for personnel in the Department of Education, local education agencies, colleges and universities, technical colleges, correctional schools and institutions, as well as churches, civil associations, business and industry groups, special committees and task forces, professional associations and organizations, special interest groups, parents, and other citizens.
Advises and provides technical assistance to local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws, and regulations; and answers questions and assists in the resolution of problems.
