DOTD PROGRAM SPECIALIST 5 Location Baton Rouge, LA (Downtown area) : Supplemental Information 55/******** /DPS5/03.07.24-DT EMERGENCY OPERATIONS Please visit our DOTD Career Center for more information about our agency: T he incumbent, as the logistics/Contracting lead, is responsible for logistical support to DOTO field personnel and EOC personnel during emergencies/disasters. The incumbent reports to the Emergency Operations Director and assists with the formulation of emergency logistics policies and procedures. This position is responsible for pre-contracting, contract execution and contract management and will work closely with DOTO Purchasing and Contracting and Division of Administration's (DOA) State Purchasing. Responsible for maintaining supplies and equipment for the day-to-day needs of the section; responsible for logistical support to the emergency operations section and field personnel during disasters/emergencies. Maintain 100% accountability of all equipment, resources and supplies that are under the purview of the Emergency Operations Section. Responsible for coordination of contracts for supplies, equipment, and MOUs with vendors. The incumbent must be familiar with state purchasing rules and regulations. Must possess outstanding organizational and communication skills. Must be available for overnight travel, on call 24 hours a day, seven days a week and be able to work 12 hour shifts for extended per i ods during emergencies. ***INCUMBENT MAY BE REQUIRED TO WORK NIGHTS AND A 12 HOUR OR LONGER SHIFT **** No Civil Service test score is required in order to be considered for this vacancy.

Qualifications MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in accounting; administrative services; architecture; budgeting; economics; engineering; geography; human resources; information technology; landscape architecture; loss prevention; management analysis; policy planning; purchasing; risk analysis; project management for transportation/public works structures; in the development and implementation of a safety program to include safety education, teaching, training, facility inspection and/or accident investigation; or in the development, implementation, administration of a transportation program such as: urban/regional planning, compliance, program management or facility management in one of the following types of programs or systems: aviation, rail, marine or public transportation.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Paraprofessional experience in technical areas at a governmental highway/transportation agency will substitute for the professional level experience in the development, implementation, administration of a transportation program, on the basis of one year of paraprofessional level experience will substitute for six months of the professional level experience, for a maximum of three years.
NOTE:
Paraprofessional experience in technical areas at a governmental highway/transportation agency is defined as substantial duties performed at a public (State/Federal) transportation organization in practical or mechanical training in a highly technical engineering specialty; complex interpretation, selection, adaption and application of engineering guidelines/principles; and/or technical consultation in a highly technical engineering specialty or program function, at a pay level equivalent to or higher than the state classified TS 311.

Any college hours or degree must be from an accredited college or university.
Job Concepts FUNCTION OF WORK: To serve as a program/project manager over a program specific to DOTD. LEVEL OF WORK: Program Manager. SUPERVISION RECEIVED: Broad from higher-level personnel. SUPERVISION EXERCISED: May provide functional supervision over one or multiple DOTD Program Specialists, in conjunction with the management of assigned program/project. LOCATION OF WORK: Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service. JOB DISTINCTIONS: Differs from DOTD Program Specialist 4 by the presence of program/project management responsibility for a specific DOTD program. Differs from DOTD Program Supervisor by the absence of supervisory responsibilities.

35% Development, maintenance and execution of plans and procedures to provide logistical support. Strategically manages and controls the availability and flow of: fuel, equipment, personnel, and other resources to support District and EOC personnel during emergencies/disasters. Maintain up-to-date knowledge of DOA's emergency purchasing list. Supports the Damage Assessment Coordinator and the entire Damage Assessment Team in the execution of the Damage Assessment mission. Records all provided resource support with proper documentation; ensures Cost Recovery personnel are kept informed of cost incurred during emergency responses. Develops and manages the individual and collective training program for emergency response logistical support. Performs research on needed training and develops training calendars and schedules. Disseminates training schedule to DOTO personnel with emergency logistical responsibilities. Coordinates closely with LTRC, the Governor's Office of Homeland Security and Emergency Preparedness1 (GOHSEP} Training Officer and the Federal Emergency Management Agency's (FEMA} Emergency Management Institute. Instruct courses and/or identify instructors for training courses. 35% Performs contract development, execution and management to support emergency operations for response and recovery. Maintain up-to-date knowledge of DOA's emergency contract list. Coordination with DOTO Purchasing and Contracting. Coordinates closely with the Damage Assessment Planner and Debris Management Planner for the successful development, execution and management of emergency contracts. Provide technical assistance to the ESF-1 Lead and ESF-3 lead for necessary contracts. Ensure contracts and purchases meet FEMA regulations for reimbursement eligibility.
10% Perform duties and responsibilities as assigned during emergencies/disasters. Participate In after action reviews following exercises and actual events. Ensure implementation of corrective actions identified from the AARs within established suspense dates. Participate in emergency exercises. Ensure supervisory chain is kept informed of matters/issues affecting emergency response readiness for the agency; provide SITREPs as necessary/required. 10% Interfaces with Hazard Mitigation Grant Program (HMGP) Project Engineer; coordinates matters on all HMGP projects, excluding highway and bridge matters. Coordinates with appropriate District and HQ personnel to assist in the development of projects; coordinates with GOHSEP and applicable FEMA elements for project requirements and submittals; maintains records reflecting current status of HMGP projects - provides input to Cost Recovery for monthly report. 10% Perform other duties as assigned. Represent the Department at meetings, workshops, conferences, etc., as assigned. Fills in as needed to either EOC during emergency responses.
