Job Summary:
The Domestic Violence Counselor is responsible for providing Domestic Violence Intervention and Prevention Advocacy Services at a San Bernardino County Children & Family Services region office. **MUST BE CERTIFIED IN DOMESTIC VIOLENCE AND/OR HAVE AT 3 YEARS EXPERIENCE IN DOMESTIC VIOLENCE**
*** PART-TIME POSITION, MONDAY - FRIDAY, 1 PM - 5 PM AT SAN BERNARDINO COUNTY CFS (CHILDREN & FAMILY SERVICES) 
Supervisory Responsibilities: None. Duties / Responsibilities: Perform crisis intervention and linkage to one-on-one counseling based on client needs. Attend multidisciplinary meetings, including but not limited to RAMs, to contribute knowledge, expertise, and anecdotes to improve client outcomes, needs, and referrals to appropriate services (e.g., shelters, counseling, and support groups). Assist CFS Social Workers with evaluation of domestic violence and visitations as needed. Accept and respond to initial or subsequent reports/referrals via request from CFS staff or CFS 122 form regarding domestic violence for the target population. Develop brochures, posters, and other written materials to raise awareness of domestic violence. Brochures are to be distributed in locations easily accessible to individuals in need, as well as in County offices. Additionally, provide regionally specific emergency cards and brochures in both. Attend CFS Juvenile Dependency Court to provide psychological/emotional support to clients. Complete periodic service/program reports as requested by CFS. Accompany CFS caseworkers within the assigned geographic territory to assist in identifying suspected domestic violence and abuse and offer off-site domestic violence counseling services. The contractor must sign the County's release and Hold Harmless Agreement (e.g., Exhibit C), prior to riding in a county vehicle. Adhere to the County and CFS' standards of employee conduct, including all applicable rules, policies, and regulations. Violation of applicable standards may result in contract termination or lesser penalties. This includes meeting the Human Services Information of Privacy and Security Requirements related to Personally Identifiable Information (PII). Collaborate with other contracted Domestic Violence Victim Service Organizations to participate in CFS staff training workshops as requested by the FARS Child Welfare Services Manager. Facilitate on-site domestic violence/abuse support groups. Update and maintain a recordkeeping system daily. Complete and maintain the Domestic Violence Counselor Daily Log and reports of services performed. Complete and submit the Domestic Violence Counselor Monthly Summary Report (e.g., Exhibit D) and the Domestic Violence Counselor Daily Services Log Summary (e.g., Exhibit E) to the County within ten (10) calendar days following the month of service. Provide culturally sensitive services to all clients and members of the community, including resource and referral information for all clients, including those associated with the Lesbian, Gay, Bisexual, Transgender, and Questioning community. Additionally, to the extent possible, provide accessibility to diverse and isolated populations, including persons with physical disabilities. Refer clients to appropriate community services, including, but not limited to, medical care, legal assistance, shelter services, counseling, and support groups. Follow up and document the outcome of each referral. Maintain professional relationships and open lines of communication with County staff. Provide all information relative to the program, which the County, State, or Federal government may request, by deadlines established by the relevant requestor. Qualifications: Background check to include clearance from the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), and Child Abuse Central Index (CACI), as well records of all convictions involving any sex crimes, drug crimes, or crimes of violence of a person who is offered employment or volunteers for all positions in which he or she would have contact with a minor, the aged, the blind, the disabled or a domestic violence client, prior to providing any services. Conduct self in a businesslike manner; (b) comply with the policies, procedures, and rules of the County regarding health and safety, and personal, professional and ethical conduct. Report child abuse or neglect mandated by Penal Code Sections 11164 et seq., sign a statement, upon the commencement of employment, acknowledging reporting requirements and compliance with them. Superb planning and organizational skills with a proven track record for strategic planning and execution and attention to detail. Competency to work with the various ethnic/cultural groups in the target area/community. Ability to work a flexible schedule, including evenings and weekends. Great work ethic demonstrated by reliability, punctuality, professionalism, diligence, and strong follow-up skills. Valid Class C driver's license. Current auto insurance coverage and good driving record. Education and Experience: High school diploma or equivalent required. Minimum three years of experience and knowledge of, and/or experience working with victims of human trafficking, sexual assault, domestic violence, or other victim populations (e.g. gang/immigrant/refugee populations). Bilingual is a plus. Physical Requirements: Prolonged periods of standing or sitting.
