The Division Operations Analyst provides analytical and consultative expertise for Economic Assistance and Employment Supports Division (EAESD) programs as requested or assigned pertaining to complex operation and financial policies so that EAESD business requirements are met with minimal disruption to the division, partnering counties, tribal nations, and organizations, and the public. Responsibilities include but may not be limited to: Interpret state/federal regulations and program requirements relating to grant funds to resolve financial issues and determine anticipated and actual federal reimbursement, program expenditures, and the financial implications to the division-wide budget. Develop, execute and manage Request for Information, Request for Proposals, professional/technical contracts, grant contracts, interagency agreements, annual plans, and any amendments. Analyze the division's existing business processes including coordination of long-range planning and operational strategies, so division objectives are met, and financial resources are used effectively and efficiently. Assist program leadership with understanding complex financial statements, provides analysis of financial reports; and provides other financial expertise. Provide specialized consultative and technical assistance to local agencies and stakeholders, including program directors, administrators, community-based organizations, and business management and other internal staff regarding the accounting for, and compliance with, grant fund policies and other funding and fiscal related matters.

Qualifications Minimum Qualifications **To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.**
Three (3) years of professional experience in public assistance program/government that demonstrates the following:
Broad and extensive knowledge of generally accepted accounting principles (GAAP), governmental fund accounting, uniform administrative requirements. Fiscal management including budgeting, auditing, reporting, and statistical processes and techniques. Contract/grant administration, coordination and compliance in highly regulated environments including contract/grant monitoring techniques, the use of management reports to implement changes and detect performance trends. Understanding of cost/benefit analysis. Ability to develop and implement complex procedures, fiscal data, reports in plain language to decision makers.

Preferred Qualifications Knowledge of the Statewide Integrated Financial Tools (SWIFT) and state budgetary and legislative process. Knowledge of performance-based contracting principles, governmental procurement standards and regulations. Highly developed project management and problem solving skills. Ability to adapt to continuous change in processes, organizational structures, and roles sufficient to work constructively under extreme pressure, to cope with ambiguity, and to deal effectively with setbacks. Variety of experiences working effectively with others from different background and cultures. Knowledge of EAESD programming or experience working with SNAP or MFIP. Demonstrated success in developing cooperative relationships or partnerships internally and externally to support low income families, and individuals.
