General Definition of Work
Performs complex executive work planning, organizing, and directing all public works programs and administrative department operations, preparing and administering the department budgets, maintaining official files and records, preparing reports, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the City Manager. Departmental supervision is exercised over all personnel within the department. Special Note: This is an executive/appointed position that serves at the pleasure of the City Manager. Essential Functions

Manages departmental personnel; assigns, directs, trains and inspects the work of staff; rewards, disciplines, coaches, counsels and evaluates staff performance; develops staff schedules; transfers, promotes, demotes, suspends and terminates; ensures deadlines for the department are met; develops and achieves high performance and strategic objects for the department; supervises daily operations.
Develops and directs long range vision and master planning related to the City's infrastructure, including Engineering, Water, Wastewater, Streets and Transportation; interprets the results for use in evaluation, decision making, and planning.
Serves as Flood Plain administrator for the City and is primary contact for Federal Emergency Management Agency (FEMA).
Maintains city-wide Engineering Design Standards.
Assists the Development Services Department with design reviews for all new development involving expansion of public infrastructure.
Conducts public meetings to seek input regarding public infrastructure projects.
Serves as liaison between the Department and the City Council, City Manager, outside agencies, and private developers.
Develops and enforces policies and procedures; establishes goals and standards; ensures compliance with laws and regulations; and continually monitors and evaluates the efficiencies and effectiveness of service delivery.
Prepares, presents, and manages the department's budget and monitors/approves expenditures.
Prepares reports for the Council and presents as needed; oversees the preparation of departmental reports; maintains records and files.
Meets and maintains all training and education requirements for the position.
Operates and maintains motor vehicles or other work-related equipment requiring a valid Arizona Driver License. Job Specifications
Comprehensive knowledge of municipal public works and public utility administration, planning and design; comprehensive knowledge of the principles and practices of public works construction methods, materials, and maintenance practices involving streets, stormwater, wastewater, building maintenance, and related issues; comprehensive knowledge of the practices of civil engineering as applied to public works and public utility maintenance and repair; comprehensive knowledge of the occupational hazards and safety precautions of the work; comprehensive knowledge of applicable federal, state, and local ordinances, codes, laws, rules and regulations, legislative issues and City policies and procedures; comprehensive knowledge of contemporary financial concepts and best practices; comprehensive knowledge of quality management and process improvement principles.
Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in budget planning, development, and control techniques; skill in developing and executing administrative procedures, management practices, and leadership; skill in negotiating joint power, labor, sales, and utility development agreements/contracts.
Ability to coordinate and manage the development and execution of Capital and Infrastructure Improvement Project (CIP) plans including budgets; ability to review and analyze plans and specifications for the construction of and operation of treatment facilities and collection and distribution systems; ability to formulate comprehensive operational policies and procedures; ability to communicate effectively orally and in writing; ability to prepare technical reports; ability to read plans and drawings; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to deal courteously and effectively with the public; ability to establish and maintain effective working relationships with associates, community groups, consultants, contractors, elected officials, executive and department management, regulatory representatives, subordinates, vendors, and the general public. Working Conditions
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).

These policies have not been altered by the passage of Proposition 207. The use of recreational marijuana is a violation of the City's Drug Free Workplace Policy. All positions within the City are required to submit to a pre-employment drug test. A positive result for drugs tested under the policy, including recreational marijuana, may be grounds for withdrawal of an offer of employment.
The City reserves the right to consider only the most highly qualified applicants. The succeeding examination processes may be required: training and experience, testing, panel interview, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation and alcohol/drug screening test. Appointment subject to a successful background investigation and City paid post-employment medical examination after offer of employment has been made.
