MetroLINK is seeking a Director of Planning & Development to join our award winning, innovative public transportation system. MetroLINK provides fixed route bus and paratransit to several communities in the Illinois Quad Cities, as well as a bi-state passenger ferry service. ESSENTIAL FUNCTIONS: Plans, directs, evaluates and oversees the work of the MetroLINK planning team; including the development and implementation of fixed route and service revisions and new community planning initiatives. Develops strategies to promote community development consistent with the strategic goals of the organization; identifies community problems, issues and opportunities in particular neighborhoods and other geographical areas within the community that could be mitigated through transit planning and community development. Oversees long-range transit planning and service plan updates; provides substantive, professional input to senior management; coordinates with other jurisdictions, agencies, special interest groups, State and federal government as required. Works on special assignments; including but not limited to, transportation analysis, community projects, regional coordination, and capital programs. Conducts extensive research in specific or general project areas; develops and presents analytical reports, formal and technical reports, working papers and correspondence. Performs transit service reporting activities for the organization; maintain statistics, develop and distribute required reports to agencies as required to comply with requirements and maintain funding/eligibility for programmed projects. Represents the organization on working groups, committees, task forces and outreach activities. Maintains good working relationships with industry professionals and represents the organization in meetings with local, state and national organizations; makes presentations before various committees and community groups. Prepares and directs the preparation of a variety of written correspondence, reports, procedures and other written materials. Demonstrates courteous and cooperative behavior when interacting with management, visitors, and staff; acts in a manner that promotes a harmonious and effective workplace environment. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of the team. REQUIRED KNOWLEDGE: Objectives, principles, procedures, standards, practices, information services and trends in the field of professional planning. Principles and practices of marketing and advertising. Land use, physical design, demographic, environmental and social/economic concepts as applied to the transportation planning process. Statistical analysis techniques and mathematical concepts. Application, modification, and interrelationships between ordinances, policies, standards, procedure and practices associated with the planning function. Applicable federal, state and local laws and regulations. Terminology, symbols, methods and techniques used in planning and map drafting. Local government organization and the functions and practices of transportation planning. Computer applications related to the work. Geographic Information Systems (GIS). Principles and practices of grant application and management. Principles and practices of project management. Business letter writing and the standard format for typed materials. Record keeping principles and practices. Education and Experience: Bachelor's Degree with major course work in city, regional, environmental, transportation or urban planning, public or business administration, or related field; AND five (5) to seven (7) years of professional transportation planning experience; OR an equivalent combination of education, training and experience as determined by Human Resources.
