SUPERVISES: The Director of Facilities Trades provides direct supervision to the Facilities Trades managers in the areas of plumbing, electrical, HVAC, carpentry, masonry, painting, lock shop, central power plant and co-generation facility (24/7 operation). Indirect supervision to Facilities Trades staff as well as functional supervision to staff in the areas of grounds and custodial services.
SUMMARY PURPOSE OF POSITION:   This is a senior-level position responsible for the day-to-day management of facilities trades and power plant as well as the functional leadership for Facilities Operations staff, the custodial and grounds operations for all buildings and areas of the University. The Director of Facilities Trades has the supervisory and project management responsibility for managing the maintenance operations and for developing and maintaining a clean and safe physical environment, as well as preventative maintenance, maintenance, repair, and operations of all facilities on each of the University's campuses, including all teaching and research lab environments.  The Director is also responsible for the development, implementation, and update of policies and procedures.  The incumbent is responsible for the operation of our building controls and energy management systems and is responsible for providing oversight for related contract services, vendors, and the related operational aspects of supporting University programs and events. The Director is responsible for the management and development of multiple project/operations budgets and assists with the overall facilities management budget process, personnel, staffing, equipment, consumable supply requirements and vendor relations necessary to provide efficient delivery of services. The Director also assists with planning and oversight for special projects and provides input on all issues impacting the department, including the budget. The incumbent is expected to coordinate multiple projects simultaneously, exercising sound judgment to allocate internal and external resources to complete projects considering the impact of work on the campus community.   EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES: Provides direct and indirect supervision to Facilities Trades' staff and functional supervision of Grounds and Custodial and Facilities Operations staffPrepares reports relating to the physical development of the UniversityPrepares fiscal budgets for the operation of the physical plantResponds to and coordinates operational response to emergency situations during regular shifts, nights, weekends and holidays and serves "on-call" on a rotating basis to manage facilities-related emergenciesActs as a liaison with State Energy Office, State Bureau of Motor Vehicle, Division of Environmental Quality Engineering and other applicable federal, state, and local agencies, architects, and engineersMaintains Standard Operating Procedures (SOPs) for all Physical Plant activities, including power plant operationsMaintains compliance with federal and state occupational safety regulationsMaintains the continuous facilities operations of all campus' including all research lab environmentsMaintains the building energy management and building controls systemsDevelops and implements preventative maintenance programs to keep all equipment operational by coordinating maintenance and repair services, following manufacturer's instructions and established procedure, and requesting special services, as neededSupervises, tracks, and evaluates all work order requests and preventive maintenance functions to ensure that all work is completed in a satisfactory and acceptable mannerPerforms supervisory functions including, but not limited to, providing direct supervision including the completion of annual performance evaluations, processing the authorization and payment of overtime, analyzing staffing needs and making recommendations pertaining to staffing patterns, personnel action, schedules, shifts and participating in recruitment and selection activitiesConsults with department and division leaders regarding construction, maintenance, or repair projectsConducts ongoing in-house training and makes recommendations for professional development with a focus on trades employeesReviews work for quality workmanship, adherence to technical specifications and customer satisfactionOversees situational management of emergency and mechanical failuresAssists in planning, coordinating, and managing the campus snow removal operations, including preparing the annual Essential Personnel List, allocating personnel and resources, and arranging the participation of contractors in clean-up effortsDevelops bid specifications, bidding, contracting, and overseeing maintenance contracts for window treatments, flooring, pest control, solid waste, snow removal, or other related work andEnsures that the preparation and submission of proposals and bid documents conform to University and state purchasing policies and proceduresManages contracts with vendors, as appropriatePromotes and maintains a customer service orientation among staff, clients and coworkers including direct interaction with customersServes as a liaison with other campus departments as appropriateDevelops departmental forms addressing issues such as work schedules, productivity etc.Develops and maintains an equipment inventory listing for all equipment within areas of responsibility including developing and implementing preventative maintenance schedules of equipmentDevelops and maintains chemical, tool and supply inventories within areas of responsibilityCoordinates with the trade's supervisors in the purchase and inventory control of supplies and equipmentAssists in the review and coordination of schedules and scope of work involving capital initiativesServes on University committees and represents the department to the University community and the publicSelects multiple contractors and manages related renovation, maintenance, and construction projectsActs as the primary contact and coordinator for all abatement activitiesServes as back-up to Facilities Management directors and managersAssists in managing of the Snow Response Team and assists the Grounds and Custodial crew, as neededMonitors and maintains professional licensures for all trades staffPerforms other job-related duties and responsibilities that may be assigned and/or the job description changed periodically to reflect changing organization needsMINIMUM QUALIFICATIONS: EDUCATION:Bachelor's degree in Facilities Management, Facilities Engineering, Electrical or Mechanical Engineering (or related field) with a strong emphasis on mechanical, electrical, plumbing, or sprinkler discipline
