Deputy Director of Application Development Location Hybrid remote in Oklahoma City, OK : As a Deputy Director of Application Development with OMES you will enjoy: Generous leave including 15 days of vacation, 15 days of sick leave and 11 paid holidays annually. Support the Application Development tower within OMES Responsibilities Direct all aspects of the information systems function and ensure adequate budget for capital equipment and technical manpower acquisition Responsible for the supervision and performance evaluation of staff; for the coordination of subordinate activities with other senior managers in the department and for insuring the consistency of goals, policies, technical and administrative procedures and management direction Proactively manage cross functional technical teams through the transition and delivery of technology capabilities in support of the services being delivered on programs Anticipate problems and complications, and formulate solutions so as not to impede the progress of the project Collaborate with, and leverage internal IT resources - Solution Architecture, Development & Integration, Quality Assurance, and Shared Services to deliver solutions Work with business and customer stakeholders to define solution objectives and requirements Ensure all business systems, IT systems and partner platforms are in place to support the business and that the technical design accurately represents the business requirements Provide oversight, knowledge, and guidance to IT staff across the lifecycle of IT projects Ensure the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions Use Agile Methodology to develop, track, and deliver solutions Participate on all and software evaluations and maintains vendor contracts Support the IT department's operational and strategic planning, including fostering innovation, planning projects and organizing and negotiating the allocation of resources Manage the deployment, monitoring, maintenance, development, upgrade and support of IT systems and applications Engage with stakeholders to define business and systems requirements for new technology implementations Manage financial aspects of the IT department, including purchasing, budgeting and budget review Negotiate and administer vendor, outsourcer and consultant contracts and service agreements Establish and maintain regular written and in-person communications with the organization's executives, department heads and end users regarding pertinent IT activities Physical Demands and Work Environment This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required
Minimum Qualifications Bachelor's degree or equivalent and 5 years of experience in the field or in a related area Proven track record of leading multiple partners/sub-contractors Experience working with/for large system integration companies and/or serving government customers Solid experience leading large enterprise projects from concept to operations working with customers at different levels including developers, product managers, operations, sales, business development, and C-level executives Strong working knowledge in SDLC - requirements gathering, design, development, QA, and operations Working experience in modern enterprise technology including Java/J2EE, MS .NET, BPM/Workflow, ESB, Web Services, XML, COTS and/or relational DB (Oracle, MS SQL) Proven communication skills - both written and verbal presentation About OMES The Office of Management and Enterprise Services provides excellent service, expert guidance and continuous improvement in support of our partners' goals.
