#LI-POST Description of Job About the Work Unit
This position resides in CDOT's Division of Accounting and Finance, Center for Accounting. The Center of Accounting performs and/or oversees all CDOT accounting functions such as accounts payable, accounts receivable, general ledger, treasury, payroll, fixed assets, and annual audit for the department. Provides accounting and financial assistance to employees and various individuals and organizations. Also works closely with the Office of State Controller to ensure adherence to state fiscal rules, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards.



About the Position
This position leads the accounting functions for the Department, providing support to the Accounting Director and Controller team.


Major duties and responsibilities include, but are not limited to:
Lead and partner with the Accounting Director and Controller team on timely audit responses.
Coordinate activities with internal and external auditors, including planning and performing these audits.
Interpret fiscal rules and determine/address impact of audit recommendations that may affect other accounting processes.
Project manage the year- end close and financial reporting, reviewing and resolving quarterly reporting issues on the Office of State Controller's reports, assuring issues are addressed and cleared each quarter.
Assist the Accounting Director and Controllers in interpreting, monitoring and enforcing State Fiscal Rules and departmental financial policies.
Assist the Accounting Director and Controllers in developing and implementing internal controls to maintain an integrity of financial data.
As delegated signature authority for the State Controller, review and assure availability of funds and appropriate signatures prior to execution.
Liaise with the State Controller's representative for contracting issues, ensuring internal controls adequately maintain the integrity of departmental financial data.
Manage and oversee General Ledger, Accounts Receivable, Accounts Payable, Fixed Assets, Inventory, Reconciliations and Payroll.
Provide direction and guidance to staff including assignment of workloads and review and approve all related accounting entries.
Responsible for SAP/CORE reconciliation.
Other duties as assigned.
Work Environment: Primarily 8:00 am – 5:00 pm work hours, Monday-Friday. Specific work hours are flexible.
Hybrid option of working 2 days in office and 3 days remote.
Occasional travel in Colorado.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications Experience Only: At least eight years of professional accounting experience, with increasing responsibility at levels which significantly impact the financial management or accounting requirements of a corporate or public entity. Combination of Education and Experience: A bachelor's degree from an accredited college or university Accounting OR a bachelor's degree from an accredited college or university in another field of study which included 27 semester hours of accounting or auditing coursework. AND

At least four years of professional accounting experience, with increasing responsibility at levels which significantly impact the financial management or accounting requirements of a corporate or public entity. Combination of Licensure and Experience: Current, valid licensure as a CPA by the Colorado Board of Accountancy. AND

At least two years of professional accounting experience, with increasing responsibility at levels which significantly impact the financial management or accounting requirements of a corporate or public entity. Substitution: A graduate degree in Accounting or Auditing will substitute for the required experience on a year-for-year basis. For example, a master's degree will substitute for two years of the required experience.

The exceptional applicant will possess the proven ability or accomplishment in the following: Demonstrated success with the duties listed in the Description of the Job section; Years of State service experience related to the duties of this position; Highest work/personal ethics and integrity; Ability to project manage complex processes including the year-end while partnering with cross functional team members; Thorough knowledge, understanding, and strong operational expertise in Audit, Financial Reporting, and Contracts; Thorough knowledge, understanding, and expertise in treasury functionality and issues including cash and debt management accounting and reporting; Experience with Federal grant processing and reporting; Experience applying and ensuring compliance with general accounting practices and standards including GAAP, GASB, State Fiscal Rules, State Financial Reporting, and/or State Auditor requirements; Proven ability in accurate analysis and effective diagnosis of financial issues and mitigation strategies; Demonstrated success in providing management and supervision over accounting professionals; CPA license; Proven ability to manage multiple assignments, priorities, and projects in a demanding environment; Ability to work under tight deadlines and be adaptable to changing assignments; Ability to take initiative to solve problems in an innovative manner; Ability to work with internal and external stakeholders with sensitivity to their needs, priorities, promises made, and commitments; Ability to negotiate mutually acceptable solutions and build consensus through give and take; Effective interpersonal and relationship building skills; Strong time and project management skills, including prioritization and multi-tasking ability; Excellent reasoning, investigative, analytical, and problem solving ability; Excellent facilitation, presentation, and communication skills, both written and oral; Strong attention to technical detail and accuracy; Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail and Google Applications, SAP, financial management software, and the ability to quickly learn other software systems.
