has a fantastic opportunity for an experienced Medicaid to Marketplace Migration Data Analyst to join an excellent team. This is a Full-Time, Limited Duration or job rotational opportunity (18 to 24 month duration), Classified position with Oregon Health Insurance Marketplace within the Health Policy and Analytics Division. The primary purpose of this position is to prepare daily files to vendor specifications and oversee function and data of the algorithm, which will process a Medicaid member's claim usage to match their most frequently used providers. This position will support data and processing regarding individuals who are redetermined no-longer eligible for Medicaid but are potentially eligible for Marketplace, ensuring that Medicaid members have the easiest path on migrating out of the Medicaid model of health care and coverage into the commercial market, specifically on Exchange. The data analyst will use Structured Query Language (SQL) on the daily Medicaid ONE file to run the data algorithm, then verify the algorithm worked and prepare the file to send to the vendor. The data analyst will review and work the 30-day monthly file received from the Federal Marketplace and prepare it for the vendor. In addition, the data analyst will take the 30-day file and cross reference it with the previous months daily Medicaid ONE file to determine Marketplace enrolled percentages. The data analyst will compile call center reports and combine and create data reports for Legislators and Leadership requests.

AA Salary Rate: $5396.00 to $8292.00 USD Monthly

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Requested Skills:
Excellent customer service skills. Ability to manage multiple tasks and requests on a short timeline. Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers. Must be able to use In-Design to create forms and be proficient in Sharepoint to design and implement program websites. Must be proficient in Word and Powerpoint to design surveys, board documents and reports. Expert proficiency with Microsoft Excel (pivot tables, data connections, charts, conditional formatting). Strong experience with various data mining, reporting, and reconciliation tools and methodologies. Advanced proficiency with database reporting and query writing and Microsoft Office applications (especially Access and Excel), SAS, SQL, and data warehousing. Good oral and written communication skills and comfortable presenting technical findings. Effective business and technical requirements gathering/documentation skills. Demonstrated ability to use research and data to support policy development. Ability to clearly present data and research finding to a variety of audiences, both in writing and with graphics. Demonstrated ability to use research and data to reduce historical disparities in outcomes, including ability to use culturally responsive engagement tools as part of the research process.
