Oregon Department of Human Services (ODHS) is looking for a talented individual to serve as a Data Advisor for our Central Office Self Sufficiency Program Design Team! This position will develop program plans, policies, procedures, and related materials that meet federal and state requirements, legislative intent, budgetary limits, and the Department's mission, vision and goals. The pay equity assessment determines your pay rate/salary step, so complete and detailed history of work, education, and other experience is helpful. What you need to qualify / Minimum qualifications: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five (5) years professional-level evaluative, analytical, and planning work; OR , Any combination of experience and education equivalent to eight (8) years of experience that typically supports the knowledge and skills for the classification. Essential attributes: Experience relaying technical concepts, complex policies, and processes in an approachable language to communities and interested parties in both oral and written formats. Experience developing, implementing, and evaluating strategic organizational plans, policies, and procedures. Experience analyzing program efficacy to identify alternative solutions, forecast consequences, and make recommendations. Experience taking in large amounts of information, managing multiple initiatives, consistently meeting deadlines, and achieving desired outcomes independently. Experience using an equity-focused approach to internal and external customer service, collaboration, and teamwork to foster a culture of integrity, trust, and respect. Summary of duties: Support Self Sufficiency Program's Policy Advisor using expertise on policy development and implementation, data to measure outcomes, and advancement of strategic initiatives for the agency. Act as a lead for examination, complex analysis, and implementation of agency policy, strategy, and best practice in support of the agency's vision and values. Prepare and present information on various policies, strategies, and initiatives to the Policy Advisor, agency executive leadership, boards, commissions, and other partner groups. Examine emerging policy issues, service innovations, and trends related to human services within designated areas of expertise such as equity, prevention, child welfare, housing, healthcare, behavioral health, employment, education, substance use, and others; policy issues often cross or affect multiple agency programs, state agencies and/or broad partner groups. Partner closely with the agency Community Engagement team, Office of Equity and Multicultural Services, Tribal Affairs, and Communications to support and carry out the agency's vision for community-driven work. Attend and represent ODHS on various work groups, taskforces, and committees including local, statewide, or national committees that develop policies, legislative proposals, procedures, and strategic plans. Maintain an enduring commitment to advancing equity and inclusion through community engagement, representation, elevating consumer/family voice, shared decision-making, and transferring power to individuals who are impacted by the issues at hand. As necessary, act in a project management capacity to support the initiation, planning, execution, monitoring, and controlling of critical agency initiatives. Provide high-level administrative support to the Policy Advisor and SSP executive leadership team including communicating, coordinating, and agenda planning for assigned committees, commissions, and major initiatives. Working schedule and conditions: This will be a Limited Duration position for 1 year (12 months) from the date of hire. This position is based out of Salem, Oregon with a hybrid work option (remote work option negotiable). It's important to note that with hybrid and remote work models, travel policy does not permit mileage nor travel reimbursement for staff traveling from their home to the central workplace. The ability to report to Salem may be required when training, business or operational needs are dependent on onsite or community-based activities. Work is primarily conducted Monday - Friday with flexible hours, although most required meetings will occur between 8:00 am - 5:00 pm. Requires frequent use of a PC, which includes repetitious hand movement. Requires working with a wide variety of people, interpersonal contacts and sensitive or confidential situations, which may occasionally expose the employee to challenging situations.
