The State Historic Preservation Office (SHPO) is part of the Heritage Division of OPRD. SHPO believes that Oregon's special places connect Oregonians to the past by creating physical continuity over generations and space for public conversations about the community's values and identity. What you will do:
Join our team as a Cultural Resource Analyst, where your decisions carry substantial weight, influencing the state and agency's relationships with stakeholders and playing a crucial role in preserving our state's invaluable historic resources. The Cultural Resource Analyst is a subject-matter expert in federal and state cultural resource law and professional historic preservation practice for built environment cultural resources, including buildings, structures, sites, objects, and infrastructure. This position works collaboratively with Tribal governments and federal, state, and local government agencies and their representatives to assist agencies with fulfilling their responsibilities under Section 106 of the 1966 National Historic Preservation Act and Oregon state cultural resource laws. Your expertise will be crucial in identifying significant historic properties and assessing the impact of projects on the unique qualities that make these places special.
Responsibilities include providing timely and professional written guidance and recommendations to partners, active participation in working group meetings, and on-site evaluation of historic properties. You will also represent Oregon on teams to create inter-agency agreements, including Memorandums of Agreement to mitigate adverse impacts on historic properties and Programmatic Agreements that guide an agency's approach to preserving important places across the state. This position also leads in creating public education materials, delivering presentations, and spearheading projects focused on assessing, developing, and implementing innovative work processes and systems. This position is "hybrid," allowing for work-from-home opportunities, but does require regularly scheduled in-office work at the agency's Salem, OR office and day and overnight travel to off-site locations across the state at least once a month, and often more frequently. Minimum Qualifications:
Four years of experience in Cultural Resource Management that regularly fulfills responsibilities or undertakes activities pursuant to the National Historic Preservation Act. At least one year of the experience must be at a technical or professional level performing activities such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND
Bachelor's degree in History, Historic Preservation, Architectural History or a closely related field OR
Three additional years of related (pertinent) experience.
NOTE:
A Master's degree in History, Historic Preservation, Architectural History or a closely related field will substitute for up to one year of the required experience.
A Doctorate degree in History, Historic Preservation, Architectural History or a closely related field will substitute for up to two years of the required experience.
Special Requirements:
Meet the minimum Secretary of the Interior's professional qualifications
in history or architectural history including: A graduate degree in architectural history, history, art history, historic preservation, or closely related field; OR
A bachelor's degree in architectural history, history, art history, historic preservation, or closely related field plus one of the following:
At least two years of full-time professional experience in research, writing, or teaching in American architectural history, history, or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution;
OR Substantial contribution through research and publication to the body of scholarly knowledge in the field of American history or architectural history.
To be hired, you must have a criminal records and driving records check that meets OPRD Criteria at the time of hire, and throughout employment.
You must have a valid driver's license at the time of hire and throughout employment.

Skill in interpreting and applying the provisions of federal and state laws and associated administrative rules, policies, and best professional and office practices to complex projects; the administration of federal and state programs; completion of necessary documentation; and review of development projects.
Skill in communicating complex federal and state processes clearly and effectively in writing and orally to the public, professionals, government officials, and media before small and large groups in formal and informal settings and in various published materials.
Skill in cooperatively negotiating, writing, carrying out, and monitoring agreement documents among diverse organizations with oppositional interests, including tribal governments, federal, state, and local agencies, advocacy groups, and private parties in compliance with federal and state cultural resource laws while representing the position and interests of the State of Oregon, OPRD, and the Heritage Division.
Experience in applying the provisions of cultural resource plans, inter-government agreements, including Programmatic Agreements (PA) and Memorandums of Agreements (MOAs) and other cultural resource management documents.
Skill in developing educational and outreach materials and utilizing various communication platforms and methods to convey the meaning and application of complex federal and state laws and cultural resource management principles and ideas to diverse audiences.
Academic and field experience documenting the history of the historic built environment in the Pacific Northwest.
Academic and applied field experience in identifying, recording, and evaluating historic properties, Traditional Cultural Properties (TCP), and Historic Properties of Religious and Cultural Significance to Indian Tribes (HPRCSIT) using the National Register of Historic Places criteria and assessing development project impacts.
Skill in reading technical documents, including professional drawings, plans, and reports and determining the sufficiency, reliability, and relevance of historic research and collected field data.

The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS.
