POSITION SUMMARY Performs a variety of administrative, managerial, and professional technical duties to assure the accuracy of the general financial functions of the Utah Retirement Systems, PEHP and its various departments. Supervises financial activity and accounting for complex programs and funds of the retirement systems including defined benefit, defined contribution, investments, and PEHP. Develops, prepares, and performs audit schedules for the investment fund.
ESSENTIAL DUTIES & RESPONSIBILITIES Manages all accounting activities including financial reporting, internal controls, accounts payable, accounts receivable, payroll, tax reporting, general ledger management, and account reconciliations through the development and implementation of policy and procedures designed to enhance efficiency and effectiveness. Resolves technical issues related to accounting procedures. Manages preparation of annual comprehensive annual financial report (ACFR) and meets with auditors, discusses matters, provides requested items and supporting schedules and documentation to complete the audit. Develops and presents financial and cash flow analysis, reports, and forecasts. Interprets and implements GASB accounting standards. Manages projects of configuration, implementation, and customization of financial software and reporting. Oversees training, troubleshoots issues, and provides ongoing maintenance to ensure accurate financial reporting and compliance. Manages banking treasury relationship with custodial and operating banks. Guides financial decisions by enforcing policies and procedures and monitors and confirms financial condition. Presents complex financial information in clear, transparent terms to all types of audiences. Protects assets by establishing, monitoring, and enforcing internal controls. Prepares budgets by establishing schedules; collecting, analyzing, and consolidating financial data; recommending plans. Achieves budget objectives by scheduling expenditures; analyzing variances; initiating corrective actions. Prepares special reports by collecting, analyzing, and summarizing information and trends. Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating future legislation; enforcing adherence to requirements; and filing financial reports. Creates a collaborative working environment for successful team projects. Meets all team deadlines and responsibilities, develops team members to maximize potential, helps team members meet goals, welcomes newcomers and promotes a team atmosphere. Supervises training, sets employee goals, coaches, delegates assignments, coordinates special training, maintains quality control and setting goals and priorities in a timely and efficient manner. Supervises the day-to-day operations of the team and monitors workflow to assure timely completion. Assists and makes recommendations in evaluating worker performance, job retention, advancement, discipline, and discharge. Participates in recruitment and selection process for new hires. Maintains professional and technical knowledge by attending educational workshops; establishing personal networks; and participating in professional societies. Protects operations by maintaining strict confidentiality. Performs other duties as assigned. Education and Experience Bachelor's Degree in accounting, finance, business management, public administration, or a related field; and seven (7) years of progressively responsible experience in financial management or accounting including one (1) year of experience in mentoring, training, employee supervision, or coaching; or an equivalent combination of education and experience.
Preference given for Certified Public Accountant (CPA) or other accounting certifications.

Professional accounting standards and ethics. Generally accepted accounting principles established by AICPA and GASB. Internal control principles and methods of application. Laws and regulations pertaining to tax reporting. Pension and deferred compensation funds. Standard investment procedures such as trading, funds transfers, security handling, etc.   Must possess excellent communication skills:
Organizational communication, design, and motivation techniques. Business and technical writing. Establish and maintain effective working relationships with executives, administrators, managers, boards, department heads, employees and the public.   Must have the ability to:
Read, analyze, and interpret technical financial reports and legal documents. Analyze a variety of financial problems and make recommendations. Coordinate a variety of financial administrative matters between executives and department heads. Apply generally accepted accounting principles in financial reporting. Prepare and implement budgets. Plan, organize, direct, and supervise the work of subordinates. Follow written and verbal instructions. Prioritize work. Perform within deadlines. Work well in a team environment as well as independently. Multi-task by handling a variety of duties in a timely and efficient manner. Follow through with assignments. Deal effectively with stress caused by workload and time deadlines. The incumbent must always demonstrate judgment, high integrity, and personal values consistent with the values of URS
As a requirement of this position, the employee will submit to the URS Investment Compliance Officer a record of trade confirmations or monthly transaction summaries, as they become available, of all security transactions (excluding mutual funds), in any account under the employee's control and direction, or under the control and direction of the employee's spouse.
Position requires occasional travel for office business. Individual must be physically capable of safely operating a vehicle, possess a valid driver's license and have an acceptable driving record based upon data provided by a current Department of Motor Vehicle Record (MVR).
Work Environment Incumbent performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities which do not generally involve muscular strain, but do require activities related to walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required to perform essential functions.
