Boyd Hall Pay Grade: Professional : Contract Specialist 1 Job Summary: Prepares/assists in the preparation of assigned Professional, Specialty, and Consulting Services contracts and amendments in accordance with State laws and University policies. Interprets Federal, State and University rules/regulations/guidelines regarding contracts/amendments, as well as monitors contracts for adherence. Position interacts with suppliers and campus departments; interpreting policies and providing guidance throughout the procurement process. Maintain reports, prepares reports and/or correspondence related to assigned contracts/amendments. Issues purchase orders and change orders to contracts through Workday. Has knowledge of commonly used concepts, practices and procedures within an office setting. Demonstrated experience and ability to coordinate multiple projects and work under pressure to meet deadlines. Relies on instructions and per-established guidelines to perform the functions of the job. Works under immediate supervision. This position may be eligible for flexible work arrangements with the possibility of hybrid and remote work within the State of Louisiana. Job Responsibilities: 40%- Working under direct supervision of the Assistant Director for Contracts, negotiates, develops, reviews & analyzes contracts and agreements that ultimately commit resources on behalf of the University; prepares contracts for final review and approval by the appropriate University personnel (Asst Director, Asst Vice President; Assoc Dir, etc); researches and applies proper University policies and requirements for contracts, MOUs, agreements, etc. Analyzes, modifies and recommends improvements for current contracts 40%-Reviews contracts to ensure receipt of required contract documents for compliance with contract terms, i.e., insurance certification including review of coverage limits and verification that insurance criteria is met, and verification that contract requirements are met. Interprets contract documents, terms and requirements inclusive of terms concerning termination of contracts. Follows through with contract processing through final stages of execution. Communicates with outside suppliers and departmental contacts as necessary, resolving issues that arise. 10%-With direction from the Assistant Director for Contracts, 1) performs general contract administration, tracking related action/due dates; 2) coordinates contract reviews with legal and Risk Mgmt. Co-Participant, under the direction of the Assistant Director, in the negotiation of general terms and conditions with contracted parties 5%-Provides guidance to departments/divisions on procedures in contracting of goods and services and interpretation of Federal, State laws and University policies and procedures. Prepares documents for signatures of parties to agreements of authorized agents; develops and maintains lists of authorized contract signatories; coordinates termination of agreements and contracts. 5%-Other duties as assigned Minimum Qualifications: Bachelor's degree with 0-2 years of experience in Procurement, Business or related field. Preferred Qualifications: Master's degree in Supply Chain Management with 1 or more years of experience with specific experience in contract administration practices and procedures or related field. Experience in conducting solicitations for goods and services. Excellent communication & organizational skills; detail oriented; proficiency in Microsoft Office products; ability to communicate clearly & effectively. Additional Information: Competency in PC based office software; excellent communication & organizational skills. Physical ability & eye-hand coordination necessary to use a computer, copier, telephone & other office equipment; ability to sit in the same position for extended periods (3.5 to 4 hours) at a time using continuous hand motions when entering data into the computer system; overtime may be required during the fiscal year end process or during peak work periods. Contract Specialist 2 Job Summary: Journeyman level preparation/assistance of assigned Professional, Specialty, Consulting Services, Sales of Service, and Revenue Generating contracts & amendments in accordance with State laws & University policies. Interprets Federal, State & University rules/regulations/guidelines regarding contracts/amendments, as well as monitors contracts for adherence. Position interacts with suppliers and campus departments; interpreting policies and providing guidance throughout the procurement process. Maintain reports, prepares reports and/or correspondence related to assigned contracts/amendments. Provides tech. assistance to LSU personnel in preparing contracts, RFPs, ITBs, SFOs. Maintains/prepares reports and/or correspondence related to assigned contracts/amendments. Issues POs/change orders to contracts through WorkDay. Higher contract approval than Contract Specialist 1. Has knowledge of commonly used concepts, practices and procedures within an office setting. Interprets contract language, and is able to question, challenge & negotiate terms & reqts (inclusive of contract termination/indemnification language);assists in the preparation of RFPs, RFIs, SFOs, etc. Approval $ limit significantly higher than Contract Specialist 1. 10%-Without direction, performs general contract administration at a journeyman level, tracking related action/due dates. Coordinates contract reviews with legal and Risk Mgmt. Involved in negotiation of general terms and conditions w/contracted parties. 5%-Maintains non-moveable property lease, revenue generating and sales of service files and ensures status remains current and determines if amendments or new agreements are needed, writing said documents when required. Key individual in the preparation of moderately complex solicitations of new contracts, including SFOs, RFPs, RFQs, and other formal solicitation methods. 5%-Provides guidance, support and expertise to University departments/divisions on procedures in contracting of goods and services. Obtains signatures of parties to agreements of authorized agents; develops and maintains lists of authorized contract signatories; coordinates termination of agreements and contracts.
