Oregon Housing and Community Services (OHCS) is looking for an experience professional to will play a crucial role in proactively identifying and mitigating compliance risks while driving ongoing improvement efforts to enhance the effectiveness and efficiency of OHCS DRR CDBG-DR programs for the Disaster Recovery and Resilience (DRR) Division. IMPORTANT INFORMATION
Working Condition: Hybrid > This position can be fully remote with some requirements for in-person work.
This LD position is a project position with the possibility of becoming permanent depending on funding. Anticipated closing date is 06/30/25. The position may close earlier depending on program timelines.
Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.

WHAT YOU WILL DO
The Continuous Improvement Analyst will play a crucial role in proactively identifying and mitigating compliance risks while driving ongoing improvement efforts to enhance the effectiveness and efficiency of OHCS DRR CDBG-DR programs. The position will leverage processes, tools and guidelines to carry out their responsibilities as well as introduce changes to DRR's current policies, programs, practices, and measurement systems to be in alignment with complex federal and state statutory requirements. The position is responsible for leading the work of various continuous improvement initiatives, identifying compliance risks, conduct process mapping and reporting.
Additionally, this position will serve as DRR's Section 3 Coordinator A Section 3 Coordinator typically oversees compliance with Section 3 regulations, which are part of the Housing and Urban Development (HUD) Act of 1968. This role involves ensuring that recipients of certain HUD funds provide job training, employment, and contracting opportunities to low-income individuals and businesses in the area where the HUD funds are used. Responsibilities may include coordinating with contractors, community organizations, and government agencies to facilitate Section 3 compliance, monitoring program outcomes, reporting to HUD, and advocating for Section 3 initiatives within the organization or community.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Communication Skills: Effective communication is key to collaborating with various stakeholders across the organization. This includes trainings, presenting findings, making recommendations, and influencing decision-makers at all levels. Excellent presentation, written and verbal communication skills.
Change Management: Introducing changes within an organization can face resistance. A Continuous Improvement Analyst should be skilled in change management techniques to facilitate smooth transitions and gain buy-in from stakeholders.
Training and experience in program reporting processes and data systems to support data-driven policy and program decisions.
Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

RECOVERY & REILIENCE DIVISION
The Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters. The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government is expected to allocate resources to the recovery as well. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency through the administration of multiple CDBG-DR programs for recovery and resilience including HARP, HOP, IHA, PIER, and others. Under the CDBG-DR grant, DRR plans to carry out multiple Substantial Action Plan Amendments (SAPAs), which will likely result in significant program changes, the addition of new programs, and the development of updated and/or new policies and reporting requirements.
