BACKGROUND
Purpose of Activity/Assignment: 
In areas impacted by conflict and fragility, the delivery of routine immunization services encounters significant challenges. It is imperative to adopt a refined approach that addresses the unique obstacles encountered in such environments. This is crucial for enhancing the effectiveness and expanding the reach of these essential health interventions.
1.  Refinement of Approaches: Develop an innovative and practical approach for delivering routine immunization services tailored to the needs of fragile and conflict-affected settings.
2.  Pilot Implementation: Test the feasibility and effectiveness of the proposed approach and tools in selected fragile, conflict-affected, and vulnerable countries/settings.
3.  Documentation and Finalization: Gather insights and lessons learned during the pilot phase to refine and finalize the approach for broader application.
Scope of Work (Activity/Assignment)
Assessment and Refinement of Current Approaches:
Conduct a comprehensive review of existing immunization strategies in similar contexts, including strategies used during COVID-19 vaccine delivery. Develop and refine methodologies and tools to enhance the delivery of immunization services, considering the unique and contextual challenges and needs identified. Piloting of Approach and Tools:
Implement the refined approach and tools in 2-3 selected fragile and/or conflict countries/settings. Monitor and evaluate the implementation process, adjusting strategies as necessary to meet set objectives. Documentation and Reporting:
Document lessons learned and best practices from implementation of routine immunization strategies in fragile and conflict settings. Write a comprehensive final report detailing the development process, pilot results, and recommendations Terms of Reference / Deliverables
Conduct a comprehensive review of existing immunization strategies in similar contexts, including strategies used during COVID-19 vaccine delivery            A refined strategy and toolkit for routine immunization in fragile and conflict settings developed. The review should include at least five fragile contexts. The toolkit should clearly define the type of fragility, context and target communities and population. 30th June 2024
Develop and refine methodologies and tools to enhance the delivery of immunization services, considering the unique and contextual challenges and needs identified. Presentation of the developed toolkit to IA2030 SP5 created. 15 July 2024
Implement the refined approach and tools in 2-3 selected fragile and/or conflict countries/settings. Based on the variables identified in the toolkit, identify three fragile countries and develop a detailed pilot implementation Plan developed, including semi-structured KII and FGD interviews, site visit, list of target agencies.    31st July 2024
Monitor and evaluate the implementation process, adjusting strategies as necessary to meet set objectives 3 Country visits for toolkit piloting conducted and produce 3 visit reports.     31st October 2024
Document lessons learned and best practices from implementation of routine immunization strategies in fragile and conflict settings      An analysis and summary of lessons learned created from the 3 countries and the different contexts/variations within each country.           15 November 2024
Write a comprehensive final report detailing the development process, pilot results, and recommendations A final report including a refined approach, documentation of the pilot implementation, lessons learned developed from the 3 pilot countries. Actionable recommendations for broader deployment presented. 30 November 2024
Qualifications
(1) Education
Advanced university degree in Global Public Health, International Health, Health Program Evaluation, Public/Health Policy, Organization Policy and Leadership, or similar fields. Additional qualifying experience may be accepted in lieu of the university degree. Language Proficiency: Fluency in written and spoken English is required.
Fluency in the official working language of the country of assignment is preferred.
Knowledge of any of the UN languages (Arabic, Chinese, English, French, Spanish, Russian) is added value.
(2) Knowledge/Expertise/Skills required:
A minimum of eight (8) years of international health experience in the development and humanitarian sector, including demonstrated knowledge of vaccination programs. Familiar with health system resilience, fragile settings, and vaccine programs, e.g., VPD, Polio, etc. Experience in planning and delivery of technical assistance, e.g., Technical Advisor. At least 5 years' experience in global health in fragile and conflict settings. Effective presenter, including the ability to adapt the message and visual aids for multiple audiences to deliver concise, impactful presentations. Strong interpersonal, networking and diplomacy skill - Excellent analytical skills. Proven track record working with regional government, ministries, bilateral, NGO, and philanthropic and academic organizations. Demonstrated ability to work in a multi-cultural environment. Similar experience in UN agency preferred. - Conscientious and highly organized, with the ability to take the initiative and work independently under general guidance, meet tight deadlines, and deliver results. Proficiency in MS Word, Excel, PowerPoint. Requirements: 
Completed profile in UNICEF's e-Recruitment system and Upload copy of academic credentials Financial proposal that will include: cost per Cost per deliverable (daily rate is not accepted) or lump sum for the deliverables as indicated in the Terms of Reference travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Any other estimated costs: visa, health insurance, and living costs as applicable. Indicate your availability Any emergent/unforeseen duty travel and related expenses will be covered by UNICEF. At the contract is awarded, the selected candidate must have current health insurance coverage in place. Payment of professional fees will be based on the submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant's household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
