Code Compliance Officers work within the City of Littleton to enhance and preserve the health, safety and welfare of our neighborhoods and business districts through education, guidance, and enforcement of city codes. This includes responding to and investigating reports of non-compliance with city ordinances.


The ideal candidate is self-motivated, has strong interpersonal skills, and has the ability to communicate effectively with a wide variety of people. The ideal candidate has experience working in municipal code enforcement, or a similar environment and has knowledge of International Property Maintenance Code and Zoning Ordinances. The ideal candidate can deescalate difficult interactions and maintain composure during stressful interactions in person and/or by phone. Strong organization and time management skills are a must.

Starting pay range for Code Compliance Officer (Basic) $28 - $31 per hour Starting pay range for Senior Code Compliance Officer $31 - $34 per hour


This full-time position is non-exempt per FLSA and is eligible for overtime compensation.



Work Schedule: This full-time position will typically work 7:30am to 4:30pm, Monday through Friday.

TO APPLY To view the full posting and submit an application, visit: Essential Duties & Responsibilities Receives complaints of code violations through city software applications and/or email, or by telephone, in-person, or in writing. Responds to requests for information and assistance via computer software, telephone, and in person out in the community and at the Littleton Center. Responds to complaints and investigates and initiates code cases to ensure compliance with the International Property Maintenance Code, International Building and Residential Codes, and other city adopted codes, amendments, and ordinances. Uses a work issued computer, tablet, and phone to enter information regarding code enforcement complaints and prepares letters, reports, and check requests. Uses GIS based maps, related software and Assessor's database to research properties, owners, and boundaries. Determines if violations of applicable codes exist through performance of inspections of property and/or other investigative actions. Conducts code compliance inspections of properties and follow-up activities related to achieving compliance with city codes. Contacts tenants, homeowners, and owners of residential and commercial properties in-person, by phone and via email to explain complaints or code violations and the actions and required timeframes needed to correct violations. Creates and serves notices of violation(s) in-person and/or via mail to document the code requirements and the nature and type of violation as well as the corrective action(s) required. Schedules and initiates appropriate follow-up action to verify correction of violations. Coordinates with other city departments and outside agencies to ensure enforcement of and compliance with the adopted city codes and ordinances. Issues summonses to municipal court for violations, prepares required legal documentation, and provides court testimony. Coordinates the activities of third-party contractors to cut weeds, remove rubbish, remove snow, work with our unhoused neighbors, and conduct other abatement processes. Works closely and collaborates with Building Division and Planning division in Community Development Coordinates special projects within the city including neighborhood clean-up, natural area clean-up, etc. Operates a city vehicle to conduct property inspections and perform field activities. Observes and follows established city and department policies and procedures in the daily conduct of the job. Plans and arranges work schedule and establishes priorities to complete scheduled, assigned work within parameters assigned. Prepares statistical reports of violations and inspections for management. Delivers work products and services to customers within assigned full-time work schedule. In order to complete assigned work, there may be occasional hours outside of the normal work schedule. Performs other duties as assigned by the Code Compliance Manager or Community Development Director. May be assigned to an Emergency Response Team. Additional Responsibilities at the Senior Level: Prepares Notice and Orders using the Uniform Code for the Abatement of Dangerous Buildings and/or International Property Maintenance Code. Prepares paperwork and assists in the filing of property liens along with the Finance department and County departments. Prepares statistical reports of violations and inspections for management. Assists Code Compliance Manager with planning and arranging work schedule and establishes priorities to complete scheduled, assigned work within parameters assigned by the manager. Assists Code Compliance Manager with in-person meetings when assigned or when the manager is absent, or otherwise unable to attend. Minimum Qualifications Minimum Qualifications for Code Compliance Officer: High school diploma or equivalent; and One (1) year code compliance or related experience; or An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position. Requires certification as ICC Property Maintenance and Housing Code Inspector within (6) months of hire; and Requires CACEO Basic Code Enforcement Officer certification within eighteen (18) months of hire. Must have a valid driver's license. Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical. Minimum Qualifications for Senior Code Compliance Officer: High school diploma or equivalent; and Three (3) years of code compliance or related experience; or An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position. Requires certification as ICC Property Maintenance and Housing Code Inspector OR CACEO Advanced Code Enforcement Officer at time of hire and both certifications are required within twenty-four (24) months of hire. Must have a valid driver's license. Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical. Knowledge, Skills, Abilities Advanced knowledge of city environmental codes, ability to research and interpret all city codes in order to enforce. Basic knowledge of all city codes; the general layout of the city, locations of city neighborhoods, and the ability to locate property addresses using maps, verbal or written directions, or instructions. Basic knowledge of the principles, practices, and techniques of local government code enforcement operations and the ability to apply that knowledge to perform the essential duties and responsibilities of the position. Advanced interpersonal, oral and written communication skills; the ability to effectively interact and communicate with individuals of varying social, cultural, economic, professional and educational backgrounds including the ability to effectively deal with individuals who may be angry or skeptical, argumentative or disagreeable; the ability to act with tact, good judgment, and discretion; the ability to effectively work with individuals under stressful conditions; and the ability to maintain the confidentiality of matters as appropriate. The ability to demonstrate effective conflict resolution skills while working with the public on problem solving and communication both in the field and the office. Advanced listening skills and the ability to negotiate solutions to problems in tense or conflictual situations. Strong technology skills and ability to utilize case management systems and general programs such as Office 365, including Teams, Excel, Word and PowerPoint. WORKING ENVIRONMENT & PHYSICAL ACTIVITIES: Most of this work is performed outdoors. Outdoor work includes operation of a city vehicle to travel to locations throughout the city to conduct inspections and meet with customers. Outdoor work involves exposure to adverse weather conditions; possible exposure to fumes, odors, dusts, mists, gases, poor ventilation, weeds/pollen, infectious agents; occasional exposure to mechanical and electrical hazards, high exposed work sites, burns, radiant energy, and toxic or caustic chemicals. Physical requirements include occasional lifting, carrying, pushing, and pulling objects weighing up to 50 pounds with or without assistance, and walking in various terrains and grades.
