GENERAL DESCRIPTION OF JOB
Administers and coordinates the activities and operations of the code compliance function and supervises related staff. Work involves routine to complex activities enforcing the City Ordinances pertaining to building, fire, and safety codes, conducting investigations, educating the public regarding codes, and ensuring the safety and welfare of the city's residents, proprietors, and visitors.

Position typically supervises employees and schedules day-to-day work activities to provide optimum efficiency and productivity. Position requires the ability to apply a wide application of principles, theories, and concepts to the assigned function or business area. Reports to the Director of Community Development.
Specific Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS

Coordinates, provides guidance to, and reviews the work of non-supervisory staff to accomplish operational plans and results.

Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff; assesses, plans, and implements best practice standards.

Enforces City Code of Ordinances by issuing courtesy notices, notices of violation, uniform citations, and parking tickets; recommends compliance actions; schedules necessary hearings before the Special Magistrate; escalates appropriate problems to internal staff or external agencies for remediation action.

Prepares and prosecutes cases presented to the Special Magistrate, quasi-judicial Hearings, and as required in County Court; coordinates staff testimonies and provides testimony to external entities.

Reviews notices of violations and uniform citations, memos, letters, and work orders prepared by Code Officers for adherence to all established standards, procedures, and required guidelines.

Interprets and negotiates difficult or unusual code violations, advises, and makes final analyses and recommendations for action to staff.

Drafts ordinances and resolutions for adoption by the City Commission adoption; conducts necessary research and prepares and presents recommendations orally and in writing to City officials.

Prepares and manages Lot Cutting Contracts vendors; ensures vendors comply with contracts and makes decisions regarding vendor renewals, approves invoices for services rendered; prepares bid specifications for new contract periods.

Assists departmental review of new development site and landscape plans.

Maintains/Revises a published code compliance guide; educates residents and business owners in code purposes and compliance procedures.

Receives, reviews, prepares and submits records and reports including but not limited to, professional correspondence and memos, liens, ordinances, resolutions, violation notices, case history forms, County citations, final judgment forms, budget and fiduciary documents, complaint and re-inspection reports, meeting minutes, property surveys, work order requests, and office inventory forms.

Knowledge of lien reduction, administrative lien settlement and abatement procedures. Able to review and process submitted applications to determine the status of outstanding liens, open violations and/or open permits, including any monies owed to the city for mitigation. Makes final analyses and recommendations for administrative and abatement settlements.

May be required to attend evening and/or weekend meetings and events based on organizational responsibilities and/or requirements.

Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Responds to emergency call-ins for weather incidents, natural disasters, or other critical events.

Maintains quality communication and interaction with all city employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

Supervisory Responsibilities
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.

Assesses and monitors workload; identifies opportunities for improvement and implements changes.

Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; makes recommendations regarding discipline and termination.

Pay and Bargaining Status
This is an exempt position pursuant to the Fair Labor Standards Act based on the executive, professional and administrative exemptions and is paid by salary, issued bi-weekly. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.
Minimum Training and Experience

MINIMUM QUALIFICATIONS
High school diploma or GED required; supplemented by four (4) years as a code compliance officer, including at least one (1) year in a supervisory role; or an equivalent combination of education, certification, training and/or experience.

Required Certifications and Licenses
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

Florida Association of Code Enforcement (FACE) Levels I, II, III Certifications
Must have or obtain within twelve (12) months of hire, Property Maintenance and Housing Inspector Certification

PREFERRED QUALIFICATIONS
College level coursework in public administration and six (6) years of experience in code investigating and enforcement, including two (2) years leading a program for a comparable municipality.
