As a Classification and Selection (C&S) Manager, you will provide a team of analysts with consultative and technical support through various phases of the hiring process to ensure compliance with relevant laws, regulations, and policies. You will help to achieve and advance the Department's objectives and goals by ensuring the efficiency and fairness of the merit-based hiring process. You will accomplish this by conducting research, interpreting various laws, providing recommendations, and developing tools necessary for implementing new strategies and procedures that will enhance current processes. Your responsibilities will include training, evaluating, and providing feedback to staff as needed. You will lead a team that serves as the main point of contact to division managers, supervisors, and personnel liaisons in the hiring process.
Some topic areas you can expect to engage with are: allocation, duty statements, personnel actions, minimum qualifications, salary determinations, transfer determinations, hiring-above-minimum packages, alternate range criteria, leaves of absences, out-of-class claims, reinstatement rights and salary setting for CEA and Exempt employees.  Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in Sacramento 2 days per week.

Working Conditions This job is located at:
2180 Harvard Street,
Sacramento, CA 95815 The position works in an office setting with natural and artificial lighting and in close proximity to others. The position is required to work extensively on computers, as necessary, to draft letters, other documents, research, email communication, and other purposes. The incumbent may telework. Some travel may be required.
Special Requirements The SOQ must be a minimum of one (1) page and shall not exceed two (2) pages. The SOQ must be single spaced, with 12-pt Arial font and have one-inch margins. Resumes, letters, and other materials will not be considered as responses to the SOQ. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of: Principles, practices, and trends of public and business administration, including management and supportive staff services such as budget, personnel, management analysis, planning, program evaluation, or related areas; principles and practices of employee supervision, development, and training; program management; formal and informal aspects of the legislative process; the administration and department's goals and policies; governmental functions and organization at the State and local level; department's Affirmative Action Program objectives; and a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work; review and edit written reports, utilize interdisciplinary teams effectively in the conduct of studies; manage a complex Staff Services program; establish and maintain project priorities; develop and effectively utilize all available resources; and effectively contribute to the department's affirmative action objectives.
