PRIMARY DUTY:
The Chief of Police is the administrative leader of the University Police Department and Emergency Management. The Chief will refine and implement new initiatives, services and training opportunities while also developing stronger and positive relationships with students, employees and departments across campus. This position will lead a strategic, thoughtful and holistic transformation of policing, safety and emergency management, ultimately resulting in enhanced community-oriented policing practices, strengthened student engagement, build deeper campus partnerships, implement innovative updates to services, improve communication, accountability and transparency.
ESSENTIAL FUNCTIONS:.  Provide strategic leadership and institutional oversight for all operations to include: general policing, campus site security, emergency response, both physical and electronic security systems and technologies, parking services, records management and event supportProvides leadership in developing an implementing departmental mission, vision, and values that support the institutional efforts and goalsCoordinates and fosters relationships with City, County, State, and Federal law enforcement agencies. Serves as the primary campus contact with these agencies in support of our campus communityDirects and trains University Police staff in response to emergency events or similar incidents and acts as on-scene incident commanderDevelops, implements, and manages departmental policies, procedures, budgets and all personnel mattersEnsures that both the University Police staff and the campus community are offered and obtain the necessary training, table top excises, and drills in order to foster a safe and secure campusTrack and record actions regarding issues of diversity, equity and inclusion while infusing these values into the ethos of their staff/departmentPossess knowledge, interpretation and application of Clery and the collection of applicable crime statistics. Publish all local, state, and federal required reportsAbility to analyze stressful situations, conduct threat assessments and serve on interdisciplinary teamsExpertise in state-of-the-art law enforcement practices, including the use of new technologies, and experience in the delivery of law enforcement services within a diverse communityDemonstrate collaboration and relationship-building skills and the ability to generate consensus and credibility throughout campus; possess a reputation for honesty, candor, and high ethical conduct and demonstrate outstanding professional and personal integrityAbility to select, develop, and motivate staff and to lead in an environment that encourages teamwork; possess the skills to advise, coach, and mentor staff effectively on leadership, training, and safetyAbility to be an effective facilitator who can lead critical analysis of existing and future processes and can assist those involved in formulating recommendations for improvement without alienating othersEnforce University polices, municipal, state, and federal laws and statues.All other duties as assigned MINIMUM QUALIFICATIONS: Education: BS or BA degree
Certification/License: Must have a Missouri Peace Officer Certification or Peace Officers Certification
from a compact state, or ability to achieve within 60 days of start date, ICS 100, 200, 300, 400,
Experience: 10 years' experience in law enforcement/safety and security and/or as an emergency
first-responder, 3 years supervisory experience
Skills: Ability to receive an maintain a Missouri Driver's License and successfully complete a criminal
background check

TYPICAL PHYSICAL DEMANDS: Primary functions require physical condition appropriate to the performance of assigned duties and responsibilities which may include running, walking, crouching, or crawling during emergency operations.  Moving equipment, climbing stairs/ladders, walking, standing or sitting for extended periods of time.
