Under California Government Code 14200, this position is eligible for hybrid telework for eligible applicants residing in California, with on-site presence required at least two times per week. Candidates who reside outside of California may be interviewed; however, the selected candidate must have a primary residency in California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded. In accordance with CSD's Policy Directive 22-001, all telework employees utilize a shared workspace or "hotel" space when working on-site and may be required to report in-person to headquarters and/or off-site locations more frequently as determined by management. The Department reserves the right to modify or cancel telework agreements and/or conditions as needed.

Under the administrative direction of the Chief Deputy Director, the Attorney IV serves as the Chief Counsel for the Department of Community Services and Development (CSD) to ensure the Department's programmatic and fiscal compliance with all legal requirements of its federal funding sources and all applicable state laws and regulations. The Attorney IV works with broad discretion and independence with minimal supervision and performs the most complex and sensitive legal work. As the Chief Counsel for the CSD, the incumbent renders a wide range of support and legal advice to the Director, Chief Deputy Director, Deputy Director of Administration, Deputy Director of Programs and Branch Chiefs. The incumbent shall work closely with internal business units to assist the development of subvention contracts, vendor agreements and service contracts, and other legal documents. The incumbent must maintain strong knowledge of business environments to effectively advise Executive staff and team members on important decisions impacting the Department. The incumbent represents the Department in routine administrative matters and assists the Office of the Attorney General in judicial and more complex administrative proceedings. Where it is consistent with the Department's legal interests, the incumbent provides legal information on program and fiscal compliance and related legislation to the Department's contractors, including the development and review of important documents issued by the Department.
