New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.  The Department of Military Affairs is paid on a monthly basis. This position is a Cooperative Agreement position. As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications. Must be able to obtain a completion of a favorable National Agency Check background investigation clearance. *NOTE*

MINIMUM REQUIREMENTS: A Bachelor's Degree from an accredited College or University in Business, Finance, Public Administration, or related field; OR An Associate's Degree from an accredited College or University with major coursework in Business, Finance, Public Administration, or related field AND Two (2) years of professional experience in Business, Finance, Public Administration, or related field; OR A High School Diploma AND Four (4) years of professional experience in Business, Finance, Public Administration, or related field DUTIES AND RESPONSIBILITIES: Reviewing invoices for accuracy and processing payments to vendors who have provided goods, services, design, and construction. Monitoring budgets throughout the year to ensure they are being followed, identifying any issues that may arise, and communicating them to management. Analyze financial information (funding & expenditures) to ensure all operations are within budget. Responsible for recommending budget amendments and transfers on behalf of CFMO state appropriations for Armory Renovations and MILCON projects and submits budget requests pursuant to departmental policy and assists in the preparation of the legislative budget request. Present annual budgets to management. Recommends revisions and amendments to budgets found to be inadequate or excessive. Reviews, examines, and prepares detailed analyses of budget requests and amendments submitted by CFMO, prepares reports, and makes recommendations on these requests. Recommends changes to accounting procedures to improve efficiency or effectiveness. Assists in the development of methods and procedures for implementing program financial planning requirements. Assists in coordinating the budgetary efforts of the department by formulating procedures, formats, and time schedules. Prepares reports evaluating the impact of program expenditures. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of accounting and auditing principles and procedures Knowledge of the methods of reviewing and analyzing financial data Knowledge of basic mathematics Ability to perform technical and fiscal analyses of budget requests Ability to develop and recommend budgetary revisions Ability to review, analyze and evaluate financial data Ability to understand and apply laws, rules, regulations, policies, and procedures Ability to utilize problem-solving techniques Ability to conduct field and office reviews of tax programs Ability to prepare various reports Ability to plan, organize and coordinate work assignments Ability to communicate effectively Ability to establish and maintain effective working relationships with others SPECIAL REMINDERS: The State of Florida and The Department of Military Affairs participate in the E-Verify program.
