BWC is currently operating under a hybrid schedule that can incorporate both teleworking and in-office hours. Employees may be required to report to the office when requested by management &/or for their initial job training.
What You'll Be Doing: Conducts comprehensive routine &/or non-routine audits of simply-structured &/or complex programs &/or specialized audits of broad scope & scale & performs highly technical & complex audits involving multiple organizations, units &/or processes in financial &/or advisory capacity: audits departments in order to determine risk, leading to auditing of multiple departments whose processes are found to overlap with initial point of audit Identifies key control procedures & potential weaknesses (e.g., reviews management reports documenting key functions of department & relative number of transactions processed); Performs risk analyses to identify potential areas for fraud &/or improper processing of transactions (i.e., identifies risk of undesired activity, existing controls to prevent or detect it, potential inappropriate activity, risks not addressed by existing controls) & identifies testing to be performed during audit to ensure existing controls are performed consistently; Assists in the design of testing based on risk or undesired activity [e.g., risks not mitigated by existing controls (i.e., determines relative risk of financial loss, those with potential for loss, those which could cause significant negative exposure to the agency)] & with supervisor, performs testing to provide sufficient & competent evidential matter to support evaluation of effectiveness of operation & key control procedures; Evaluates adequacy of designs & operating effectiveness of controls to achieve related objectives (e.g., ensures transactions are processed accurately, completely, timely & in accordance with agency policy, ensures assets are properly safeguarded from theft &/or waste) & reports to supervisor; Assists in preparation of work papers & audit reports in compliance with agency policy requirements & internal auditing standards & pronouncements. Qualifications
To Qualify, You Must Clearly Demonstrate: Completion of undergraduate core coursework in accounting, business administration, computer science or related field; 24 mos. exp. in auditing or accounting which must have included 12 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description. Or 4 yrs. exp. in auditing or accounting which must have included 2 yrs. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description. Or 12 mos. exp. as External Auditor 1, 66461.
Or equivalent of Minimum Class Qualifications for Employment noted above. Major Worker Characteristics: Knowledge of: accounting principles, rules & standards, accounting information systems & common internal control procedures, auditing, budgeting*, BWC, Internal Audit & MCO policies & standard operating procedures*, Generally Accepted Accounting Principles (GAAP), Generally Accepted Governmental Auditing Standards*, Governmental Accounting Standards*, Professional Pronouncements of Internal Auditing*, public relations, insurance industry operations*, rules & regulations governing BWC programs*, data & statistical analysis methodologies & concepts applicable to auditing, medical bill payment process & adjudication*; Skill in: use of calculator, use of personal computer & peripheral equipment (e.g., printer, keyboard), use of BWC data warehouse *, use of word processing & spreadsheet software (e.g., Word, Excel), communicating with varying levels within an organization, conducting probing interviews, use of workflow software, developing & documenting process workflows, use of relational database programs (e.g., MS Access*);
Ability to: independently develop audit guidelines for non-routine financial, compliance & operational audits, independently conduct non-routine financial, compliance & operational audits, prepare meaningful, accurate & concise audit reports including accurate recommendations, handle routine & sensitive contacts with representatives of entity undergoing audit, deal with a variety of variables & determine specific action, use proper research methods to gather data, gather, collate & classify information about data, people or things, present technical & non-technical information to various levels within organization, review & interpret technical & non-technical materials, work as part of a team to conduct audits or special projects, as required, analyze workflows & or accounting systems to identify internal control weaknesses, travel & work in a non-office setting.

BWC OCSEA Selection Rights:
This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. BWC bargaining unit members have selection rights before non-bargaining unit members. All other applications will only be considered if an internal bargaining unit applicant is not selected for this position.
Salary Information:
Hourly wage is expected to be paid at step 1 of the pay range associated with the position for candidates who are new employees of the state. Current employees of the state will be placed in the appropriate step based on any applicable union contract and/or requirements of the Ohio Revised Code. Movement to the next step of the pay range (a roughly 4% increase) will occur after six months, assuming job performance is acceptable. Thereafter, an employee will advance one step in the pay range every year until the highest step of the pay range is reached. There may also be possible cost of living adjustments (COLA) and longevity supplements begin after five (5) years of state service.

Position may require travel; therefore, persons occupying this position must be able to provide own transportation &/or legally operate a state-owned vehicle. Educational Transcripts:
