Job Description and Duties The Associate Personnel Analyst (APA) works under the direction of the Staff Services Manager I, PayrollUnit, and provides guidance, assistance, and support to the Payroll and Benefits Section. This role alsoassists the Payroll Unit with complex and difficult assignments and is responsible for providing technicalassistance regarding process improvements through technological platforms and applications. The APAresponds to Departmental employees and managers on payroll issues, provides liaison and technical supportrelating to electronic submission of timesheets, requests for personnel action (RPAs), On/Offboarding, andother automated processes. This position requires autonomy, a high degree of initiative, and independence. Working Conditions This position is located in downtown Sacramento at CDSS' headquarters building, on the 15th floor in theHuman Resource Services Division. We are two blocks from the light rail and other public transportation. TheState Capitol, Golden 1 Arena, various parks, restaurants, and farmer's markets are within walking distance.Our building has easy access to I-5, Highway 50, and Highway 80. Available parking includes metered streetparking (hourly & daily rate) and private and city-owned garages and lots. This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. Headquarter location will be designated based on the selected candidate's primary residence location, and/or the closest CDSS location.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Experience and/or knowledge in the areas of Human Resources
Ability to interpret and apply laws, rules, policies, and regulations
Policy development experience
Excellent customer service skills and the ability to respectfully interact with a variety of people at multiple
levels within an organization
Experience working with stakeholders to resolve sensitive personnel issues
Experience with essential business software such as Microsoft Office Suite
Ability to use tact and discretion in all situations and maintain confidentiality
Ability to communicate clearly, in writing and verbally
Ability to multitask, be flexible, and adapt to changing priorities
Attention to detail and accuracy
Ability to think creatively, problem solve, provide recommendations and alternative solutions
Experience consulting with employees, supervisors, and managers
Experience presenting information to a group of management and/or stakeholders
