Job Description and Duties The Associate Governmental Program Analyst will be directed by the Hospital General Services Administrator II in the General Services Department with contracts reviewed by the Procurement Office. This position serves as the General Services Contract Analyst with some Buyer  responsibilities , as assigned. The incumbent will be responsible for the following duties but not limited to:
• Independently develops, implements and monitors the most complex types of contracts for Non-IT (TSD) goods and services for General Services.
• Developing and writing bid specifications.
• Maintain records to track budget and expenditures for each contract.
• Prepares work orders. Prepares reports.
• Responds to requests for information from headquarters and other agencies.
• Coordinates State owned housing for employees.  
• Notifies Hospital Administration/ HGSA I and II of any issues related to Health and Safety.
• Assists with functions in the Communications Department and operate the telephone console. 
• Provides communications and logistical expertise, regarding the relocation, changing or moving of phone lines for departments, offices and programs.
• Posting surplus state property on state approved auction site.
• Prepares, tracks and communicates all vendor insurance concerns related to accidents or loss to the facility. Must be able to traverse long distances and move about inside a secure treatment facility. While performing the duties of this job, is routinely required to ascend/descend flights of stairs. stand; walk; sit; balance; stop; kneel and crouch and lift a minimum of 30 pounds.

1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at AGPA EXAM BULLETIN , OR
2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS: State experience applied toward the "General Experience" pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class. Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit. Education The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)ANDEither I Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or Or II Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience. If using Out of Class (OOC) experience to meet minimum qualifications, you MUST provide a copy of the approved OOC Completion Memorandum certifying your OOC experience. Failure to submit the required documents will result in the OOC experience not being applied towards meeting the minimum qualifications of the classification.
*If it is determined that an applicant does not meet the minimum qualifications, the applicant's name may be removed from the eligibility list.
