PAY RANGE $106,000 - $133,000 Annual Salary - Pay based on applicable experience and qualifications POSITION OVERVIEW This position reports to the Senior Director of Property Operations for MidPen Housing and has responsibility for the daily operations of a region of properties. Key areas of responsibilities include Fiscal Management, Resident Management, Employee Supervision, Community Outreach, and a strong understanding of Internal Partner Collaboration.
This is a hybrid position, based on current MidPen policy of working Tuesdays and Thursdays in the Union City Office. Mon, Wed and Fri, option to work from home or the office. When working from home, requires a reliable internet connection.
ESSENTIAL DUTIES Supervise, hire onboard and train Property Managers. In addition to supporting peers with onboarding, hiring, and training of new Property ManagersSupervise hiring process, including submission of requisition, collaboration with Recruiting Team and interviewingSupport Property Manager in Community Manager interviews and onboarding process. Ensure regular check-ins with direct reports, to support CommunicationHigh level of staff management, to include recognition, performance management, improvement plans and disciplinary actions. In addition to retention efforts, the ADPO should acknowledge high performing team members and ensure their career path is supportedPromotes a positive work environment that provides growth opportunities for Property Managers and on-site team membersProvides leadership in the development of team members while holding individuals accountable for meeting goals and expectationsVisit properties on a regular basis and maintain open communication with on-site team membersWork with Real Estate Development Department and other business partners to assure effective operations planning acquisitions, including budget formulation, systems for managing the transition from development to property management, and oversight and documentation of ongoing compliance requirementsWork with Real Estate Development Department as necessary to facilitate new project development, including on occasions where the Senior Director of Property Operations is unable to be present, represent MidPen Housing Management at public forums and interviews for new developmentTake a leadership role in the resolution of communication issues with staff and residents. In addition, having a high level of customer service to de-escalate resident complaints/concerns and have a proactive approach to resolutionAssist in the review of NOI on all properties to assure effective expense control and operating costsMaintain a working partnership with local community groups including government officials, law enforcement and fire safety professionalsPartner with the local Housing Authority and schedule regular meetings to ensure a solid applicant poolLead discussions with external partners to support other communities and the Property ManagersSupport Company Goals and ObjectivesManagement and oversight of the KPI's (Key Performance Indicators) and ensure targets are being metHave a solid understanding of the subsidy collections, rent changes and interim process to ensure timely collection and management of delinquenciesIn collaboration with Compliance, monitor and manage rent increasesEnsure timely and accurate re-certifications of your communities, both interim and annualHave a strong understanding of the Real Page system and process, including close outsReview monthly variance budget reports, watchlist property reports, annual budget preparation and monitor fiscal status of the propertyReview and approve, proposals for capital needs, to ensure they are consistent, provide a summary and a suggested vendor to complete the projectThorough knowledge of all regulatory agencies' requirements in assigned communitiesPrepare and plan for regulatory inspections to include MOR/TCAC audits and prepare responses timelySupport and collaborate with your Property Manager to provide additional support to communities preparing for Audits/Inspections to include file reviews and inspection planEnsure properties are compliant with fire and safety codes, hazardous materials regulations, and OSHA, if needed have the ability to response to external agencies and ensure the completion of repairs and permit issuanceLead the high vacancy call to support the Property ManagersEnsure incident reports are completed and submitted within 24 hours of incident. Notify the Senior Director per escalation policy. Include, employee accident reports, following policies and procedures, ensure timely notification to Senior Director of Property Operations and appropriate internal departmentsCollaborate with Risk Management to ensure proper insurance protocols are followed. Schedule site walk with Facilities and partner on repairs neededPartner with the internal Legal team to process legal notices, stipulations and eviction. Ensure collaboration with Services, to include notification of any lease violations and/or legal action. Respond to outside council, attend hearings and/or court dates with or without your Property Manager presentConduct performance reviews according to MidPen policy; meet with staff monthly to provide performance feedback and quarterly submission in the Performance Review systemManage, Supervise and Complete required company specific training within designated time frame, participate in committees and feedback groups on process improvements and our policy creationBuild strong relationships with your Internal PartnersPerforms other duties as assignedQUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
