Appraiser Assistant - DEPUTY ASSESSOR OVERVIEW Under direction of the County Assessor, appraisers perform a variety of technical duties related to the appraisal of personal property to determine market value for tax purposes.
ESSENTIAL RESPONSIBILITIES AND DUTIES: Provides clerical assistance to appraisers; receives and processes materials and documents related to real, personal and mobile home property appraisal; routinely reviews appraisal forms to ensure standard information is provided to enable proper computations of property value; assists with ratio study and related reports.
Computes values and processes forms according to established procedures; creates property drawings.
Operates computer terminal to enter, retrieve data related to property descriptions, appraisals, valuations, ownerships, title transfers, etc.; maintains a variety of computerized and hard copy files; monitors, organizes, and updates personal and/or real property records and files.
Receives requests for property information from property owners, real estate agencies, title companies and potential buyers; searches files and summary folders for owner, address, and legal description; responds to property owner questions related to tax assessments.
Access Wasatch Front Multiple Listing Service , to glean sales information; enters said sales information into county computer system (PUMA); examines county recorder deed information on ownership changes for, entry of sales information, and processing of primary residential exemption applications.
Maintenance of primary residential exemption spreadsheet ; maintains extensive files on the primary residential exemption applications, as to status, and completes mailing/returns/follow-up of such.
Maintains DIGITAL filing of documents and files.
Monitors and maintains a database of community businesses through business license information obtained from Morgan County and Morgan City; to insure all taxable personal property is accounted for on assessment rolls.
Prepares and mails personal property declaration sheets to newly established businesses; records and processes personal property declared as taxable; updates division records to include all additions to assessment rolls.
Maintains billing/collection of taxes related to businesses and mobile homes.
Records appraisal information on standardized report forms.
Operates computer to obtain results needed for fair taxation; recalculates market values and depreciation.
EDUCATION, EXPERIENCE AND CERTIFICATIONS: High school diploma or equivalent and two (2) years of general clerical support work experience. Will be working to become an appraiser trainee. Equivalent combinations of education and experience may also be considered. REQUIRED : Willing to take classes and certification classes through the USTC (Utah State Tax Division) to be qualified, to extend learning. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: Ability to speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally; use the telephone in a professional and courteous manner; deal with people in a manner which shows sensitivity tact, and professionalism. Considerable knowledge and experience with Microsoft Office products, such as MS Word, and Excel. Knowledge of filing systems. The ability to work with computers and multiple software programs.
Skill in reading, writing, and basic math; operating standard office equipment; word processing, data entry and basic spreadsheets.
Ability to research methods , techniques, and/or sources of information; exercise initiative, discretion, and judgment in making decisions.
Read, interpret and apply laws, rules, regulations, policies and/or procedures; abide by laws governing access to public and private records (Government Records Access and Management Act and Drivers Privacy Protection Act).
Become familiar with the Assessor's Office policies and procedures , laws, codes, or regulations relevant to work performed.
Ability to maintain cooperative working relationships with those contacted during the course of work activities; communicate effectively verbally and in writing; understand and follow clear instructions.
Ability to maintain confidentiality of sensitive records and information, p romote a positive attitude and motivate peers to work as a team. Ability to stay on task with different workloads.
PHYSICAL DEMANDS/WORK ENVIRONMENT: The employee regularly sits at a desk, walks, stands or stoops. Works for sustained period of time maintaining concentrated attention to detail. Occasionally lifts, carries, pushes, pulls, or otherwise moves objects weighing up to 30 pounds.
The noise level in the work environment is usually quiet. Work is performed in an office or other environmentally controlled room.

Copays for lens Options, Small co-pays . LIFE INSURANCE - with PEHP -$50,000 coverage fully paid by the County, with options for you to purchase additional coverage at minimal costs. AD&D Paid by the County. LONG -TERM DISABILITY with Lincoln financial Group - Paid by the County. Benefit of 60% of monthly salary up to $6,000 per month. EMPLOYEE ASSISTANCE PROGRAM with Blomquist Hale. Paid by the County. Free counseling services for Employee and Family living with the Employee. Help with Family, Marital, Stress, Anxiety, Depression, Challenges, Grief, Financial or Legal problems, Addiction, and planning for Senior Care. FLEXIBLE SPENDING ACCOUNT with National Benefit Services. You select the amount and the whole amount is deposited on to your Visa card in January (Your selection will then be drafted from your pay each pay period, over the full year). This FSA card can be used for medical items throughout the year. Voluntary Benefits with Assurity. Accident or Hospital coverages available. If you select to sign up for these the monthly amount will be drafted biweekly from your pay.
