Under general direction of the Education Administrator I in the Categorical Allocations and Audit Resolutions Office (CAARO) and the Director of the School Fiscal Services Division (SFSD) and working cooperatively with other offices throughout the California Department of Education (CDE), the Staff Services Manager I manages the Apportionment and Audit Processing Unit (AAPU). Responsibilities include providing leadership, direction, and supervision of analytical, technical, and support staff to allocate and apportion state and federal programs, support the audit resolution process, and to coordinate the maintenance of the CAARO web pages.

Duties include, but are not limited to, the following:

Allocations and Apportionments: Direct and supervise staff to implement program tasks; Develop grant formulas, perform calculations, and determine local educational agency (LEA) allocations and apportionments. Direct the preparation and completion of staff services work products and subgrant processes including grant reports; LEA apportionments, payments, and billings; and technical assistance.

Audit Processing: Direct and supervise staff in reviewing, bookmarking, and recording state (annual audit) and federal (single audit) findings in the Audit Resolution Database (ARD). Provide summary reports of audit findings and exceptions that require reconciliation and/or resolution. Provide advice and assistance, reports and updates for LEA staff and administrators.

Web and Technology Coordination: Direct and supervise staff responsible for CAARO and School Fiscal Services Division (SFSD) web coordination and SFSD client systems technology coordination.

Monitor the development and enactment of all budget, trailer, and policy legislation affecting state and federal programs in the unit; propose legislative changes designed to improve the CAARO state and federal programs.

Working Conditions

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.

Telework refers to all working days at approved alternate work location.
