WHAT IS THE APPEALSDIVISION?

Vacancies will be filled in the following specialty areas:
Forty-Eight (48) positions to be filled in the Independent Office of Appeals, Examination Appeals.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
* Reviews incoming cases for statutes, development of the issues, completeness of supporting documents, transcripts, work papers and correctness of the government's position. Obtains the necessary documents and information from internal and external sources to resolve issues and close docketed and non-docketed cases. Conducts extensive and thorough legal research to determine and apply the law to the numerous, varied, and at times conflicting facts presented.
* Contacts taxpayers, representatives and others to gather and analyze information, explain the government's position, pertinent statutes, judicial decisions and precedents, present and explain proposed resolution and expeditiously secure the taxpayer's consent.
* Conducts Appeals conferences and negotiations in a dignified and orderly manner with displayed impartiality. Resolves issues on the basis of facts developed, applicable law and regulations. Advises taxpayers and their representatives of the correct treatment of taxable income and their reporting requirements for prospective application.
* Explains payment options to the taxpayers to resolve tax liabilities. Determines balances due on account and arranges for payment of taxes including installment agreements.
* Prepares audit statements, exhibits, schedules, basic stipulation and decision documents for the court and other appropriate documents to reflect issue disposition and effect case closure.
* Keeps current with significant changes in the Internal Revenue Code, regulations, the IRM, court decisions, and other tax publications which relate to assigned areas of responsibilities.

* Obtain and use a Government-issued charge card for business-related travel.

This is an open continuous announcement which will be used to fill vacancies in the locations listed as they become available for the next 12 months contingent upon funding and space requirements. Qualifications
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates knowledge of basic accounting principles; experience assisting taxpayers with various taxes and rates (e.g. individuals, self-employment), to compute tax; Experience researching tax related information from a variety of sources such as Internal Revenue Manual, Internal Revenue Code, regulations, rulings and court decisions to resolve tax disputes. Experience with policy, tax law, case law and/or precedents in the review of supporting documents/information (e.g., commercial databases, books and records, court and revenue rulings) to ensure adherence and resolve issues; Experience that demonstrates knowledge of various tax related issues contained within the Internal Revenue Code (e.g., late filing/payment penalties, estimated tax, negligence, accuracy-related); Experience with current and past Internal Revenue Code and related laws, tax laws, court decisions, regulations, and congressional committee reports in order to negotiate with taxpayers/clients and/or their representatives to resolve disputes.
OR A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR LL.M if related.
OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
