Summary This is an Air Reserve Technician ( ART ) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. Responsibilities The primary purpose of this position is to serve as an Air Reserve Technician ( ART ) Section Small Shop Chief no more than 25% of the time over journeyman mechanics and to train reservists in the accomplishment of tasks set forth herein. RESPONSIBILITIES : 1. Performs small shop duties over the journey-level mechanics in the section no more than 25% of the time. Responsible for the internal scheduling of work within the work center and plans daily work of subordinates. 2. Modifies and adjusts parts, components, accessories, etc, on assigned aircraft. Makes prescribed modifications and final adjustments of a complete engine to include minor repair or replacement of attached electrical, pneumatic, and fuel subsystems, engine controls, and instrumentation as prescribed by work specifications and technical orders within established time frames. 3. Performs work related to troubleshooting malfunctioning engines. Determines engine acceptability from thrust, fuel consumption, and temperature readings and computations. 4. Performs tasks involving the disassembly of aircraft engines, engine assemblies, and/or accessories. Accomplishes disassembly in proper sequence, watching for problem areas, and accurately estimates the serviceability of disassembled parts. 5. Certifies work produced under the USAF Technical Order Program. As required, verifies and certifies work processes and procedures of certified coworkers and trainees and adequacy of work accomplished. 6. Controls tools. Ensures tools are properly marked, calibrated (if necessary), and are secured when area is unattended. Reports any lost tools in accordance with applicable procedures. 7. Removes or installs entire propulsion systems from/on aircraft working as a member or leader of an engine change team. Cleans work area and equipment. Maintains an organized work area and practices good housekeeping. Accomplishes daily cleanup of work area at designated times. 8. Utilizes safety practices and procedures and complies with security regulations, directives, and policies. Uses personal protective equipment and complies with all appropriate safety and health directives. Requirements Conditions of Employment Qualifications QUALIFICATIONS : AApplicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8600 – Engine Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: Ability To Do The Work Of The Position Without More Than Normal Supervision. JOB ELEMENTS : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to modify and make adjustments to aircraft engine parts, components, accessories and subsystems. Knowledge of aircraft engine hydraulic, electrical, and pneumatic systems. 2. Skill in using various types of general and special purpose measuring instruments, tools, and test equipment. Ability to read and interpret instructions, specifications, and technical orders, etc. 3. Ability to diagnose aircraft engine, component, and/or subassembly malfunctions and determine methods of repair. Knowledge of aircraft engine test cell procedures and the electrical, fluid (fuel and hydraulic), and air systems of aircraft engines. 4. Ability to disassemble aircraft engines and components in proper sequence. Knowledge of safety and security requirements as outlined in applicable standards, regulations and technical orders. 5. Knowledge of tool, equipment, and materials accounting and security. Knowledge of USAF Technical Order Program and its certification procedures. 6. Ability to clean work area and/or job site upon completion of work. Knowledge of applicable personnel, manpower, time and attendance, and budgeting instructions, guidelines, and requirements. 7. Ability to follow budgeting directives, instructions, and procedures. RESPONSIBILITIES : 1. May be required to work uncommon tours of duty. 2. Incumbent may be required to travel in commercial or military aircraft when TDY is necessary. 3. Performs other related duties, as required. 4. This is an Air Reserve Technician ( ART ) position. Must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some nonART duties, generally not to exceed 30% of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly ( UTA ) weekends. 5. This is a testing designated position ( TDP ). The employee is subject to random drug testing FUNCTIONAL REQUIREMENTS : Heavy lifting (45-79 pounds). Moderate lifting (15-44 lbs). Light lifting (under 15 lbs). Moderate carrying (15-44 lbs). Light carrying (under 15 lbs). Hours of straight pulling are 2 hours/day. Hours of pulling hand over hand are 1 hour/day. Hours of pushing are 1 hour/day. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours/day. Hours of standing are 4 hours/day. Hours of crawling are 1 hour/day. Hours of kneeling are 1 hour/day. Hours of repeated bending are 2 hours/day. Hours of climbing, legs only are 2 hours/day. Climbing, use of legs and arms. Both legs required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Specific visual requirement is: May wear eye glasses or contact lenses. Both eyes required. Depth perception. Ability to distinguish basic colors. Ability to distinguish shades of color. Hearing (aid permitted). Hearing (without aid).
