GRADE 15 LOCATION OF POSITION Baltimore County Office of Child Support 211 Schilling Circle, Suite 102 Hunt Valley, MD 21031 Main Purpose of Job The primary purpose of this position is to ensure appropriate and consistent application of COMAR Title 21 Procurement Regulations and DHS Procurement Policy and Procedures are followed to implement programs and services. Develops the budget and implements local procedures to comply with federal and state policies. POSITION DUTIES Directs procurement operations (purchase of supplies and equipment, solicit and receive vendors' bids and prepares contact with vendors) in order to meet the day-to-day operational needs of the agency. Develops the budget, conjointly with the Director, in order to secure fiscal year funding by analyzing prior year expenditures and projecting modified expenditures; monitors budget throughout the Fiscal Year in order to make appropriate purchases. Accurately prepare solicitations, small procurements, contracts, contract amendments, contract renewals, grant agreements, and master contract procurement. Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of administrative staff or professional work.
Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
One year of experience using Microsoft Office Suite (Word and Excel).
One year of experience in Budget Development or Analysis.
One year of experience in Procurement Transactions.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. Annual Leave - ten (10) days of accumulated annual leave per year. Sick Leave - fifteen (15) days of accumulated sick leave per year. Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child. Holidays - State employees also celebrate at least twelve (12) holiday per year.
