Job Description: Dynamo is hiring an Acquisition Logistics Manager supporting the HQ AFMC/A4/10 functional lead for logistics program integration on HQ AFMC/A4/10 integration programs. Personnel should have experience with AF inventory management processes, Supply Chain Management (SCM) processes, base and depot supply and warehouse functions, AF wholesale and retail IT systems, business case studies, operational research and maintenance, supply data, and IT analyses.
This A&AS contract provides organizations with a broad range of professional acquisition, engineering, scientific, research, financial, logistics and administrative capabilities to execute effective and responsive integrated program management of aircraft research, development, production, and life cycle acquisition and sustainment activities. Additionally, the support to be provided includes a variety of products and analysis services in support of HQ AFMC mission and activities.   
The intent of this support is to assist the HQ AFMC/A4/10 FIAR program with FIAR activities supporting Depot and Base Level Inventory Programs.  Additionally, other Advisory and Assistance Support may be required on an as-needed basis.
Duties/ Responsibilities  The FIAR program responsibilities include but not limited to the following:
 Develop, coordinate, and execute multiple FIAR initiatives, to include Existence and Completeness Notice of Findings and Recommendations, corrective action plans, and annual audit site visitsDocument HQ AFMC/A4/10 division milestones/risks/issues through forums and briefings to AFMC/A4/10 leadershipOversee all phases of audit, audit plan, audit evaluations, audit results, corrective actionsCollaborate with process owners on process documentation and process workflowsParticipate in audit process evaluations and report audit observationsCoordinate external auditors' compliance results and assessment of internal controlsAssist with developing/coordinating responses to Notice of Findings and RecommendationsAssist process owners with corrective action plans; conduct risk analysis, develop milestones, track/report/validate remediation progress through completionFacilitate various working groups, including but not limited to problem solving, mapping internal controls, documenting business processes, etc.Provide recommendations for any material weakness remediation effortsDevelop and deliver presentationsDevelop documents such as, but not limited to, Memorandum of Agreements, Process Cycle Memorandums, Standard Operating Procedures, etc.   Respond to higher headquarters tasksSupport ad hoc requests such as researching DoD policies, developing presentations, analyzing reports, etc.    Liaison between logistics community, financial management, and external auditors.Provide procedural and policy recommendations required to comply with FIAR as mandated in the 2010 National Defense Authorization Act (NDAA), Section 1003Assist with other strategic and policy requirementsDraft requirements documentation, conduct reviews, perform functional research and technical analysis, and develop test scenariosCoordinate with interfacing partners and other external and internal stakeholders for Accountable Property Systems of Record (APSR) for critical asset management of working capital inventories, general supplies and equipment, Government Furnished Property (GFP) / Government Furnished Materiel (GFM), and munitions to ensure compliance with FIAR as well as other DoD and AF regulatory policies and procedures.- Assist with developing and analyzing, existing and future skills, knowledge, ability and competency requirements for organic personnel.Advisory and Assistance Support to the Government on, but not limited to the following tasks:
Assist the Government with management and conduct of enterprise asset management program tasks, which optimizes supply support to the warfighter and its costsSupport development of and provide recommendations for changes to AF policy, to include development and maintenance of various automated tools and user guides and handbooksAssist with conducting procedural reviews on existing materiel management systems and supply chain processes; develop new procedures and recommend changes for inclusion in AF, DoD, and AFMC supply chain and logistics publicationsSupport the Government with development and implementation of contractor supported weapon system programs, and with integration of peculiar supply support assets for new weapon system and modifications to existing weapon systems into the AF supply support structure utilizing a contractor as the inventory control point and source of supply Assist the Government with ensuring ILS-S objectives are considered on assigned programs and projects Participate in development of plans to ensure comprehensive consideration of all factors that impact SCMPerform AO support from the standpoint of life cycle cost and assist the Government with ensuring optimal use of resources without degrading operational readinessSupport coordination and integration of all aspects of logistics management to effectively assist in SCM activities, program development and implementationAssist HQ AFMC/A4/10 in conducting a supply chain metrics program, to include providing assistance with maintaining the current supply chain metrics program and providing assistance in the continuous transformation of the AF supply chain metrics program to ensure the relevance of its performance measurement and reporting as the AF transforms the supply system and its companion processes to optimize warfighter supportProvide management and technical support services in administering a wide variety of interservice initiatives and the AF Logistics Reassignment (LR) programAssist with evaluation of and recommend modifications to interservice SCM documentation including but not limited to DoD, AF, AFMC, and centers such as interservice support plans, policy, instructions, manuals, and guidesEvaluate and recommend modifications to AF LR SCM documentation (DoD, AF, command level and centers) plans, policy, instructions, manuals, and guides, as directed by the Government functional managerRequired Skills/Abilities Contractor personnel shall have experience with AF enterprise logistics program oversight and with (1) analyzing higher headquarters program directives, (2) developing execution plans and rules of engagement for meeting program directives and reporting program milestone status, and (3) preparing and conducting briefings, and analyzing, tracking, scheduling, establishing and maintaining databases.Personnel shall have experience with AF SCM logistics support to assist the Government in developing, supporting, and performing logistics management.The Contractor shall support policy, procedures, program planning, implementation, coordination, and analysis. AF supply chain program support includes a breadth of enterprise supply chain functions such as: Depot and base inventory procedures, organic depot maintenance procedures, Nuclear Weapons-Related Materiel (NWRM), provisioning, cataloging, planning and requirements forecasting, critical asset management, equipment management, materiel management systems, weapon systems support, demilitarization, reclamation, and Joint Service/agency support programs.  Possess a comprehensive understanding of AF enterprise supply processes outlined in applicable AF and DoD guidance and regulations Contractor personnel shall also have working level experience with the Stock Control System (SCS) (D035A/C/K/L), Distribution Standard System (DSS), and Integrated Logistics System-Supply (ILS-S).Shall facilitate integration, communication, and coordination, as well as provide organizational and planning expertise to a broad spectrum of SCM disciplines.Experience with the Microsoft Office SuiteAbility to manage multiple, shifting priorities and tight deadlines, and maintain detailed project plans and workflows.Excellent communications and change management, planning and prioritization skills.Possess and demonstrate interpersonal and leadership skills to build relationships with key internal stakeholders responsible for decision making.Adaptability and willingness to take on additional tasks as needed.Ability to work independently with various functional communities.US CitizenshipNice to Have Skills Depot Maintenance and wholesale experience Education and Experience: Fifteen (15) years of relevant work experience or,BS/BA and twelve (12) years of relevant experience or,MS/MA and ten (10) years of relevant experienceTravel Requirement:  Travel – Approximately four to five 1-week duration trips per yearTelework - The Government may permit telework by contractor employees when determined to be in the best interest of the GovernmentClearance Requirement: Active or Ability to Obtain a Secret ClearanceDynamo is a full lifecycle digital transformation company providing best-in-class technology and mission support services to our clients.
