TYPE OF APPOINTMENT ISSUED:

This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Under the general supervision of the Assistant Superintendent of the Office of Fiscal Services, the Accounting Director:

Plans, coordinates, and reviews, through intermediate supervisors, the work activities of professional and clerical personnel through staff meetings, reports, and consultants. Administers and accounts for all funds, revenues, expenditures, and financial commitments incurred by the Department through a centralized accounting system in conformance with the State of Hawaii Comptroller's rules and regulations. Provides statewide services in accounting, reconciling, reporting, and fiscal functions (including deposits and fixed assets). Develops and administers the operating budget and expenditure plan for the branch. Develops appropriate measurable objectives for the branch and staff that are aligned with the Department's goals.
Manages the accounting functions within the Department's Financial Management System (FMS) and the State of Hawaii's accounting system. Supervises and directs processing, automating, and streamlining financial transactions and financial report development. Schedules and completes timely month-end, mid-year, and year-end closing on FMS to ensure the Department meets the State of Hawaii's closing deadlines.

Ensures the Department's FMS and State's accounting system records are reconciled on a regular basis and cleared timely, with items corrected as necessary. Directs and supervises projects to modernize fiscal technology systems and increase efficiency through automation of manual processes and adoption of best practices through staff coaching and development.
Provides technical guidance and assistance to all school, complex area, district, and state office personnel. Serves as the standard procedures (SP) coordinator for the branch, ensuring that on-line SPs are developed and/or revised as required. Reviews, updates, and develops new policies and procedures for financial transaction processes, ensuring they align with the Department's goals and objectives. Monitors and keeps abreast of governmental accounting standards through seminars, workshops, conferences, and/or contracts with vendors to ensure the Department is in compliance with such standards.
Coordinates and oversees the work of external auditors in performance of the annual financial statement audit, as well as legislative or other special state or federal auditors, in cooperation with the Department's Internal Audit office. Prepares required accounting schedules (e.g., trial balance, accruals, financial statements, schedule of expenditures of federal awards, etc.) and other documentation for submittal to the internal or external auditors, ensuring the accuracy, reasonableness, and timeliness of all such schedules. Prepares and monitors corrective action plans related to accounting and fiscal processes.
Works closely with and maintains positive working relationships with OFS Directors to ensure that accounting codes, budget tracking and monitoring, and system requirements are addressed to meet Department and State deadlines and requirements. Works with the Office of Information Technology Services (OITS) to oversee development and maintenance of the FMS and other fiscal system functions (e.g., create/edit reports, automate/streamline transaction processing, troubleshoot issues, etc.). Works with staff of other State agencies, such as the Departments of Accounting and General Services or Budget and Finance, to handle accounting matters.
Advises and assists the CFO on accounting matters. Conducts special studies and analyses, makes recommendations, prepares and submits reports to the CFO. Accompanies or represents the CFO in meetings with the Superintendent, Board of Education, or legislative committees to provide information and explanation on financial matters and accounting transactions. Reviews and evaluates proposed legislation, coordinates preparation and consolidation of fiscal or other business issues for Department testimonies for the Legislature, monitors testimony and provides support to leadership as required. Serves as back up presenter, along with other OFS directors, for BOE Finance and Infrastructure Committee or other meetings as directed by the CFO.
Performs other related duties as assigned.
Education:

Graduation from an accredited college or university with a bachelor's degree in business administration with a major in accounting, or with a major in any other field of business administration which included at least twelve (12) semester hours of credit in accounting courses.

Desired Education:

Graduation from an accredited college or university with a master's degree in accounting, auditing, finance, or business administration.
Experience:

Nine (9) years of responsible professional work experience in accounting, auditing, or budgeting, of which five (5) years shall have been in an education program, agency or system including two (2) years of supervision of professional staff in accounting or related functions.

Combined Education and Experience:

An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.

Knowledge:

Financial and management accounting; government accounting; business statistics; computer-based information systems; management and organizational behavior; productivity management; principles and practices of supervision and management; laws, rules, regulations and administrative procedures pertinent to subordinate administrative staff services.

Ability to:

Plan, organize and oversee accounting and business services; communicate effectively with others both orally and in writing; coordinate operations with central agency and other departmental business management functions and complex area and school operations; operate computer and other office machines.

Desired Ability to:

Exercise discretion and sound judgment in a managerial capacity in prioritizing projects and carrying out assignments independently, maintaining attention to detail, organizing projects and completing work within limited time/other constraints; agency budgeting; set, model, and uphold highly ethical behavior and work standards for staff; hold staff accountable for expectations and job performance; willing to be a team leader and a working director.

SALARY RANGE:

EOSR-10, $121,649 to $172,209.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $121,649.

NOTE:

Department of Education employees will be placed on the salary range in accordance with Department regulations.

All new external applicants will be placed on the initial step of the salary range.

However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors.

Such appointments require prior approval.

WORK YEAR AND BENEFITS:

This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
