Job Description and Duties The Secretary of State, Fiscal Affairs Division is recruiting to fill two (2) permanent, full-time, Accounting Administrator I, Specialist positions in the Federal and System Unit, Located in downtown Sacramento.  Under the general direction of an Accounting Administrator II, the Accounting Administrator I, Specialist performs the more complex technical and professional Federal or System duties while maintaining accordance with Federal law, Governor's Budget, Department Of Finance (DOF) rules and regulations, California Prompt Payment Act, State Administrative Manual, and Government Codes utilizing the Financial Information System for California (FI$Cal). The AA 1-Spec must work independently, serve as a backup for the Federal and System unit, and provide support.  Federal duties: Review, analyze, and validate the accuracy of expenditure postings for federal grants in accordance with Federal laws. Perform the agency reconciliation, Federal expenditure and cash reconciliation, maintaining Federal grant balance. Forecasts and monitors the cash balance of federal monies. Enter reclassifications of State Controller's Office transactions to Department coding. Work independently in the planning, analyzing, and preparation of Department recovers overhead costs from the federal government for federal program activities, including the Statewide Cost Allocation Plan and the Indirect Cost Rate Proposal. Preparing and analyzing the year-end federal accrual information and process. Independently maintains fiscal management of various federal grants from inception to closeout.Work independently to prepare and submitt quarterly/semi-annual/annual Federal Financial Reports. Work independently in the planning, analyzing, and preparation of annual financial statements and the Single Audit for review and submission to SCO and the Department of Finance. Prepares annual DOF reconciliations for review.Coordinates with fiscal staff, program staff, auditors, and state and federal agencies on various aspects of fiscal management regulations, policies, and procedures. Attends meetings on federal issues and concerns; Serves as the liaison with internal and external auditors; participates and supports in the decision and policy-making with the management regarding Federal accounting objectives.
Systemduties: Establishand maintain FI$Cal Chart of Accounts, SpeedCharts, Employee Master FileDatabase and cost tables to direct and control all budget and financialtransactions. Review coding requests, and provide recommendations to themanagement with regard to the system approval decisions. Assist management inpreparing year-end closing and new year start-up schedules and monitoringfinancial activities. Perform daily correction transactions in FI$Cal.Performmonthly Labor related processes and the Cost Allocation processes within theDepartment. Perform monthly period close and related reconciliations. Respond to special requests, annualreporting requirements, and other related duties associated withprogram reports. Serve as FI$Cal support for Self-Service Center,CMRs, non-ticket correspondence. The incumbent will performyear-end duties to complete all Payroll accruals. Maintain the Chart of Account. Maintain and update FIScalcodes. Update crosswalk in SOS intranet.

Working Conditions The Fiscal Affairs Division experiences periods of peak activity throughout the year. As is typical in accounting offices, during peak times such as year-end, which typically runs from June to August, time out of the office will be on a restricted basis. During those peak periods, mandatory overtime will be required.
Positions provide hybrid telework opportunities based on the agency's telework policy and business needs.

Knowledge of state and related federal laws, rules, regulations, policies, and procedures. State accounting lead experience. Able to follow oral and written directions. Able to analyze situations and take effective action using initiative, resourcefulness, and good judgment. Able to independently analyze a variety of accounting data sets to assist in the application of financial data and information to management problems. Proficient in handling complex and difficult assignments in this full journey-level position. Possess excellent organization and time management skills. Ability to communicate effectively, both written and verbally. Ability to perform and assist with year-end duties. Knowledge and experience using the Financial Information System for California (FI$Cal) Possess a positive attitude, willingness to learn, and strong interpersonal skills Proficient computer skills (Microsoft Excel and Word applications) Regular attendance and dependable Benefits Benefit information can be found on the CalHR website and the CalPERS website.
