The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado's oil and gas natural resources.
This work unit exists to direct and implement the policy, planning and budget mission of the Energy and Carbon Management Commission (ECMC). It is responsible for the fiscal policy, financial planning and budgeting, accounting, contracting and procurement functions of the division. This unit provides accountability of all funds related to the various programs of the division, directs the legislative coordination for the division, and manages purchasing and accounts payable for the division. Description of Job OPEN ONLY TO CURRENT RESIDENTS OF COLORADO Position Summary: This position exists to maintain the ECMC's accounts payable subsystem in the Colorado Operational Resource Engine (CORE) and to provide technical analysis and support to the Financial Manager, Accounting Supervisor and division staff by accounting for (including but not limited to):
Review and approval of accounting documents in CORE
Maintains capital assets and equipment inventory control. Add or retire assets as necessary in the accounting systems
Review and allocate OneCard transactions
Analyzing work systems; devising and implementing efficiencies in current processes
Work lead for accounting technicians
Review and Approval of Accounting Documents in CORE – expenditure and revenue:
Reviews and approves payable transactions in CORE (GAX, IN) to ensure expenditure is proper and meets Division, Departmental and State fiscal rues, policies, procedures, and standards. In addition, to ensure proper coding is being used. Adjusts incorrectly charged expenditures or revenues by creating JV documents (JVs, CHC, IET) in CORE, and clearly and accurately document those adjustments for audit purposes. Reviews and approves expenditure transactions in CORE ensuring that fiscal rules, contractual agreements, and proper
coding strings are used based on Division coding standards and framework. Creates monthly ITI and submits it to the State Fleet Management to be reimbursed for eligible car wash and other vehicles supplies costs. Oversees both OWP AP and ECMC general AP email accounts ensuring timely payments by distributing invoices efficiently for review and approval. Accounts Payable for Compliance Unit:
Performs accounts payable functions for the Compliance Unit and backup accounts payable functions for the entire division, as necessary. Duties include but are not limited to: Records journal entries in CORE to discharge division financial obligations, including for Field Inspections Unit staff reimbursements, ensuring entries comply with Generally Accepted Accounting Principles, DNR Accounts Payable
policy, and State Fiscal Rules. Provides information and interpretation to inspection staff regarding State Fiscal Rules, DNR accounting procedures and ECMC policies; Ensures employee expense reimbursements are paid in a timely manner; Provides first level review of transactions submitted by other staff, recommending corrections when necessary, thereby ensuring compliance with Generally Accepted Accounting Principles, DNR Accounts Payable policy, and State Fiscal
Rules. Capital Asset and Equipment Management :
Maintains inventories of all division's field and office equipment, reconciles division records against CORE Capital Asset Inventory, identifies and resolves discrepancies, and ensures adequate controls are in place over equipment custody. Develops and maintains processes and systems to track employee-, work unit-, or work location-assigned equipment such as spot trackers, GPS devices, infrared cameras, gas detectors and calibrators, and safety gear. Anticipates needs for any replacement, addition of new, or retirement of obsolete equipment by collecting information from field staff, determining current pricing and equipment specifications, and initiating procurement so that needed equipment arrives in a timely manner to support operations. This position determines the eligibility of an employee's request for equipment reimbursement by reviewing division policies. Assesses equipment costs for consideration of needs of capitalization in CORE Purchases personal safety equipment for staff and monitors their spending to ensure compliance with division's FR clothing policies Purchases vehicle safety equipment and assists Drone, Fleet and Safety Coordinator with maintaining the equipment
master spreadsheet OneCard Allocation and Allocation Review:
Manages the Compliance Unit's use of State procurement and travel cards. Reviews OneCard allocation report to ensure correct coding in accordance with Generally Accepted Accounting Principles (GAAP), State Fiscal Rules, administrative rules,
and Cabinet/Department policies and procedures.
Keeps up-to-date with State fiscal rules related to OneCard purchase, DNR OneCard Manual and DNR SARA app (Statement and Receipt Approval Application). Each Financial Assurance Plan must be reviewed annually to determine whether a new plan is required or if additional assurance is required for assets covered by the existing plan. This position must review requests for more assurance from other Unit staff and decide, on behalf of the Director, whether to require the additional financial assurance from the Operator. Engineering Unit staff presents evidence that out of service wells are not being plugged and abandoned in accordance with the Rule required rate. This position must review the overall financial assurance condition of the Operator and based
on their knowledge and experience regarding the issue decide whether to require more assurance from the Operator. Environmental Unit staff presents evidence that locations associated with being plugged and abandoned wells are not being reclaimed at an acceptable pace. This position must review the overall financial assurance condition of the Operator and based on their knowledge and experience regarding the issue decide whether to require more assurance from the Operator. Enforcement Unit staff presents concerns regarding an Operator's growing noncompliance with the Rules. This position must review the overall financial assurance condition of the Operator and based on their knowledge and experience
regarding the issue decide whether to require more assurance from the Operator. Finance Unit staff indicate that an assurance instrument relied upon by the currently approved plan has lapsed or otherwise been made ineffective. This position must determine whether the circumstance requires the Operator to file a new plan. Yearend - 1099 Reporting Review and Account Payable Accruals:
Reviews financial transactions and InfoAdvantage reports to ensure proper 1099 reporting. Assists with various yearend duties
including reviewing, clearing payable balances and maintaining accounts payable accruals. Work Leader over Accounting Technicians, Special Projects/ Other Duties as Assigned:
This position assigns tasks to the accounting technicians, oversees their work ensuring efficient delegation and meeting deadlines. The position is also responsible for cross training accounting technicians to maximize backup abilities for transaction processing
and improving timeliness. Conducts special projects for the Finance Unit Manager, Accounting Supervisor, and other managers, as needed. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
MINIMUM REQUIREMENT S:
Two years of professional accounting experience.
AND
Bachelor's degree from an accredited institution in accounting.
OR
Six years professional accounting experience.
SUBSTITUTIONS: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
