Independently perform complex accounting and business management activities that include fiscal management, procurement, allocation, reconciliation, budgetary reporting, and other business activities for multitude departments, including Pesticide Regulation, Plant Industry, and Fertilizer Regulatory and Certification Services. Performs other duties as assigned.
JOB DUTIES: 30% - Essential - Accounting/Fiscal: Query, research, calculate, forecast, and prepare financial summaries. Collaborate with Ops Mgr to ensure spending is done accurately and appropriately according to annual budgets. Process vouchers and journal entries. Analyze error report daily. Maintain up-to-date departmental budget plans, documents and associated records. Maintain purchasing records and audit ready files to ensure compliance with departmental and institutional policies. Scans checks for multiple departments weekly.


30% - Essential - Budgeting: Assist with the annual budget development process. Monitor departmental budgets and provides input into the budgeting process. Monitor expenditures and budgets throughout the fiscal year, reporting all discrepancies to the Ops Mgr. Prepare monthly revenue and expenditure projections and budgetary reports. Perform financial analyses and spending projections. Ensure all university budget policies are followed appropriately.


25% - Essential - Procurement: Serve as a P-card Liaison. Review expenditures for accuracy as receipts are submitted in Concur. Report any discrepancies or concerns to Ops Mgr. Provide individual training to staff to avoid potential problems with university procurement systems. Communicate with departmental employees regularly to educate on University and State procurement policies and procedures.


10% - Essential - Billing: Process monthly billing for the PPDC Lab. Create and monitor web invoices for external billing and IDOs for internal billing. Confer with internal and external customers for data confirmation. Enter data into PeopleSoft as needed to update old customers and add new customers.


5% - Essential - Reconciliation: Monitor, analyze, and reconcile projects within the department, including revenue and expenditures. Constantly monitor projects and prepare documentation necessary to keep projects balanced monthly. Resolves any discrepancies on the BSR with supporting documentation.
MINIMUM REQUIREMENTS: Education - High School or Equivalent - Financial/Accounting Experience
Work Exp 3+ years
PREFERRED REQUIREMENTS: Education - Bachelor's Degree - Business or Accounting

Firm Job Knowledge - Firm working knowledge of concepts, practices and procedures and ability to use in varied situations


SUPERVISORY RESPONSIBILITIES
No Supervisory Duties - Not responsible for supervising employees.

Provides Budget Input - Provides input into the budgeting process, and oversees fund allocation.

COMPENSATION INFORMATION Band: 04 Expected Salary ( $37,860.00 - $48,000.00 )
Salary is dependent upon several factors including, but not limited to, a candidate's previous experience, knowledge, skills and performance in accordance with Clemson's compensation guidelines.
ESSENTIAL PERSONNEL LEVEL Normal Operations


Required to follow emergency facility closure directives, and not normally expected work on-site during emergency situations.
