The ACA Product Specialist is responsible for the successful preparation and submission of annual Qualified Health Plan (QHP) certification and application filings. This position must maintain knowledge of state and federal health insurance marketplace rules and work cross departmentally to provide ACA product subject matter expertise and ensure day-to-day plan management activities are compliant with all ACA requirements. This role will work closely with product leadership through all aspects of the product lifecycle, from competitive market analysis to plan design to product implementation. The ACA Product Specialist will develop tools, conduct analysis, and recommend processes to monitor and drive improvement across Key Performance Indicators (KPIs).

Provide product subject matter expert support to QHP template owners and drive key filing deliverables for timely completion. Collaborate with audit for review and preparation of the QHP Application materials prior to submission to CMS or appropriate state regulators. Responsible for the annual QHP Application submission and Small Group ACA binder filings in accordance with the deadlines set in the final Letter to Issuers and state bulletins. Develop, maintain, and manage Individual and Small Group ACA product documents to support the annual Open Enrollment Period, including but is not limited to Quartz public web-pages, enrollment materials and member letters, internal reference documents and data tables, and marketing materials. Analyze Key Performance Indicators and make recommendations that drive product performance. Complete monthly and quarterly enrollment reporting to state and federal regulators and perform analysis on incoming files from CMS and coordinate operations efforts to implement any enrollment changes/updates required. Bachelor's degree with 2 years of experience in the health insurance industry using ACA and the Health Insurance Marketplace; equivalent work experience will be considered in lieu of educational requirement Thorough understanding of ACA and Marketplace functionality Independent judgement and critical thinking skills Maintain a deep understanding of the highly regulated nature of the ACA products, CMS' Federally Facilitated Marketplace (FFM) functionality and Qualified Health Plan (QHP) issuer requirements and DHS requirements Strong company and/or health insurance industry background Ability to prioritize and adapt to rapid change under pressure Interact effectively with external parties, presenting a positive impression of self and company Ability to create basic ad hoc queries in Business Objects, analyze results and produce reports Meticulous, well organized, personable, creative, and highly motivated Willingness to work additional hours as required to meet regulatory time-lines Comfortable participating in discussions at various levels of the organization Continually work to understand our customer's needs and challenges. Utilize their feedback to evolve customer interactions and experiences. Excellent oral and written communication skills. This position may work remotely but will be required to report to our office in Madison, WI. Hardware and equipment will be provided by the company, but candidates must have access to high-speed, non-satellite Internet to successfully work from home.
