Department Description POSITION SUMMARY:
Under the direction of the Associate Superintendent, the Instructional Specialist for School Performance provides leadership to the region in the development of curricula, instructional techniques, and the collection and analysis of data. The specialist works collaboratively with the Associate Superintendent, other specialists, area offices, and building principals and provides a wide range of analytical and strategic planning support based on data analysis and performance measurement activities to drive instruction.

Salary Range:
CLOSING DATE: May 25, 2024 This position is contingent on the approval of the FY25 budget . Qualification requirements must be listed on the resume. Candidates must have an active Maryland Admin 1 certification .
Detailed Description DUTIES and RESPONSIBILITIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Leads the development of the districts performance measurement work, including the ongoing refinement of work plans and discrete performance measures; Observes and monitors instructional programs in school wide and targeted assistance schools to enhance program effectiveness and ensure compliance with federal, state and local guidelines; Plans and organizes the implementation of instructional programs in participating schools with guidance from the directors and supervisors; Facilitates regular evidence-based discussions with the leadership team to ensure decision-making is based on insights from data analysis; Applies expertise in research methodology to conceive and carry-out ad hoc research projects to meet specific information needs and support strategic planning; Produces timely reports of progress toward performance measures through dashboards and more detailed reports that are accessible to a students, families, school staff, and district-level staff; Works with program areas to build the capacity of school-level teams to understand and act upon data produced related to the strategic initiatives; Monitors programs and develops evaluation tools to enhance program effectiveness; Provides support for school system initiatives as outlined in the Strategic Plan; Collects, analyzes and interprets student data, the evaluation of program activities and serves as a resource for instructional program modifications; Applies a variety of instructional theories and models, incorporating best practices, student-centered learning and differentiated instructional approaches for the success of all students; Provides technical assistance to schools in the development of school improvement plans (SIPs) to ensure that the program components are evidenced throughout the SIPs and that the plans meet regulatory requirements; May observe, assist and evaluate teachers on classroom instruction, organization and management; Works collaboratively with the staff, area and central office personnel and other departments to develop instructional programs, interventions, and appropriate professional development to support students and teachers in the schools; Provides an overview to principals in the budget development process and expenditures of allocated funds to ensure compliance with federal, state, and local guidelines with the primary objectives of increasing student achievement; Actively seeks the involvement of parents in the work of the schools and school improvement, and provides appropriate guidance, oversight, and monitoring of services to all students and families in the schools; and Attends and facilitates professional development sessions and/or meetings as needed.
Job Requirements QUALIFICATIONS:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
Demonstrated expertise in data analysis, content and pedagogy; Ability to work collaboratively to improve instruction using research-based approaches; Five (5) years of successful teaching experience; Knowledge of instructional techniques, management skills and strategies for modifying curriculum; Keeps abreast of latest research, best practices, developments and techniques in the delivery of instruction; Thorough knowledge of Prince George's County Public Schools (PGCPS) organization and K-12 curriculum, classroom assessment practices, program of studies, policies, testing practices and federal and state laws related to instruction and the Maryland Voluntary State Curriculum; Considerable knowledge of system-wide school improvement planning; Experience in determining program evaluation criteria and implementing ongoing program evaluation; Demonstrated leadership and administrative competency; Ability to analyze student performance and participation data; Effective planning and organization skills, as well as the ability to multi-task and meet deadlines; Highly data literate with demonstrated ability to execute and interpret rigorous quantitative analyses; Passion for education and the belief that every child can succeed; Effective communication (oral and written) as well as human relations skills; Experience working with state, county and/or federal agencies; and Experience working with computers and other technology. EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master's degree from an accredited college or university in education, educational policy, administration or a related field required. A minimum of two (2) years' experience working with data and on analytical projects. CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate (APC) and Administration I Certification required. SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities. PHYSICAL DEMANDS:
