Full job description What You Will Do This position will be filled at either the Work Control Planner 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.


The Work Control Planner position is responsible for developing maintenance work packages including time, material, and labor estimates, written step-by-step work instructions, procedures, and/or safety and testing requirements for the implementation and control of operations, maintenance, or modification of work activities within a given facility or area.



Work Control Planner 3 ($83,900 - $136,600)


The successful candidate will:

Apply principles and methods of multiple disciplines including design and construction to disciplines such as procurement, planning, scheduling, and cost/budget control. Conduct research, investigate alternative solutions, and recommend solutions on problems affecting infrastructure and site planning programs and projects. Use databases and information management systems, and application of desktop software such as Microsoft Office, Asset Suite, and project management tools and techniques. Prepare corrective maintenance, and/or preventative maintenance work packages for activities within nuclear and/or non-nuclear facilities in accordance with USQ/USI process, applicable procedures and regulations. Lead in developing step-by-step instructions for work on unique and/or complex equipment/activities. Prepare and/or review efficient and specific instructions for the isolation, containment or de-energizing various unique and/or complex mechanical, physical, electrical, chemical and/or radiological systems according to established procedures and regulations. Prepare, review, and Issue equipment and/or system modification, corrective maintenance, and/or preventative maintenance work packages in accordance with applicable procedures and regulations. Analyze time and material requirements for work activity. Prepare of detailed specifications for materials and labor estimates.Take the lead in the development of step-by-step instructions for work. Work Control Planner 4 ($101,700 - $168,200)


In addition to what was outlined at the lower level, at this level this position will also:

Manage and expedite established priority of work packages. Prepare and/or review efficient and specific instructions for the isolation, containment or de-energizing various mechanical, physical, electrical, chemical and/or radiological systems according to established procedures and regulations. Manage various functional and administrative activities in conjunction with the primary work control/work package development including, but not limited to, permit development, testing requirements, documentation generation, records management, database information management, retrieval and review, and/or training. What You Need Minimum Job Requirements: Knowledge and Expertise: Knowledgeable in performing resource loading, to include schedules and budgets. Ability to fully understand work hazards, safety practices; reading of schematics, blueprints, and engineering reports, as it pertains to Work Control Planning. Ability to fully understand operating configuration and lock-out/tag-out policies and procedures in unique and/or complex facilities. Ability to fully understand and interpret various mechanical and electrical documents, blueprints, drawings, and schematics.



Communication/Teamwork: Extensive experience with the preparation and presentation of work control reports. Advanced skill in the preparation and presentation of land use reports and support documents to both technical and non-technical personnel.



Planning and Prioritization: Ability to fully conceptualize and communicate major elements of work control and planning to both technical and non-technical personnel.



Additional Job Requirements for Work Control Planner 4:


In addition to the Job Requirements outlined above, qualification at the Work Control Planner 4 level requires:



Knowledge and Expertise: Expert knowledge with real property management techniques and tools. Knowledge of electrical and mechanical systems, building codes, and Occupational Safety and Health Administration (OSHA) standards.



Planning and Prioritization: Expertise in the principles and practices of planning and design, transportation planning, organizing, and oversight/management of complex research projects. Considerable knowledge of the theory, principles and techniques of the planning profession and development process.



Education/Experience at Work Control Planner 3 level: Position requires a Bachelor's Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.



Education/Experience at Work Control Planner 4 level: Position requires a Bachelor's Degree and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.



DOE Order 426.2: position requires 1 year of job-related experience.



Desired Qualifications: Working experience and/or knowledge with Asset Suites and Mobile Work Package (MWP). Active Q Clearance. Knowledgeable of facility and/or utility related equipment. Knowledgeable of the Laboratory's policies and procedures. Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.



Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.



Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information. 426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.



New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.



Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.



Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position at higher level is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
