Job Description About the SFPUC Health and Safety Program
The Health and Safety Program (Program) is comprised of a diverse, collaborative, and energetic team of twelve. The manager is responsible for developing and overseeing health and safety related policies, programs, training, and the budget for agency staff that work to provide clean water, wastewater, and hydroelectric power services to SFPUC customers. Overall, the position is responsible for directing the Program's resources for the maximum benefit of the agency. The agency's infrastructure spans eight counties, from San Francisco to Tuolumne County, and occasional overnight travel is required. The successful candidate must be technically sound in occupational health and safety regulations and best practices; additionally, they must be able to effectively communicate both verbally and in writing to managers, supervisors, and employees in an effort to continually lead and support a robust health and safety culture throughout the agency. The Program reports to the Human Resource Services Division of the SFPUC. About the Position
Under general direction, the Health and Safety Program Manager plans, directs, and manages the operational and administrative activities of a large Health and Safety team. This position will direct the activities of subordinate professional and administrative staff that conduct field and/or office work related to the identification, evaluation, and control of health and safety hazards across the agency; act as a technical resource for departmental managers, supervisors, and employees; and develop and maintain policies, programs, guidelines, and training as required. This position will evaluate the effectiveness of division and bureau specific health and safety programs; monitor agency compliance with Cal/OSHA and other applicable regulations; serve as a regulatory liaison; monitor Workers' Compensation claims; advise management on cost containment and injury prevention strategies; and oversee, provide and/or contract required health and safety related training across the agency.
This position will assume responsibility for functional areas of service such as the organizational structure, budget, staffing requirements, resource allocation and future resource needs. Additionally, this position will interface with all managerial levels of city/county government and outside agencies and serve as a representative of the department. 
The essential duties of this position include but are not limited to the following: Directs and evaluates the work of occupational safety and health professionals and support staff in the anticipation, identification, evaluation and control of occupational health and safety hazards.  Implements and maintains a departmental injury and Illness Prevention Program (IIPP). Develops and coordinates activities to reduce or minimize injuries/illnesses and workers' compensation costs. Identifies and evaluates injury/illness trends. Ensures that injury/illness records required by Cal-OSHA are accurately maintained.  Develops the section budget and manages expenditures including health and safety training funds. Performs all required personnel actions for Health and Safety Program staff, including hiring and supervising staff.  Designs, develops, and maintains departmental initiatives as part of the SFPUC's health and safety Strategic Plan. Leads the implementation of the ANSI Z10 Occupational Safety and Health Management System which includes developing and analyzing metrics for safety and injury trends and recommending prevention activities. Evaluates, advises and collaborates with management and staff throughout the SFPUC regarding policies, procedures, and practices.  Ensures compliance with all occupational health and safety federal, state, and local laws, ordinances, rules, regulations and departmental policies and procedures.  Works with engineering and operational staff to review new construction designs and projects to ensure compliance with worker health and safety requirements, and to minimize community impacts. Develops and implements occupational health and safety policies and programs including respiratory protection, lockout/tagout, confined space entry, fall protection, personal protective equipment, bloodborne pathogens and infection control, asbestos, lead and hearing conservation and more.  Manages and implements a department-wide program of occupational health and safety training; ensures all mandated training conducted meets legal requirements.  Represents the department on health and safety issues, policies, procedures, and regulations before a variety of boards, commissions, regulatory agencies, City Departments, and other groups as required.  Coordinates activities with Zuckerberg San Francisco General Occupational Health Service, Workers' Compensation, Human Resources, Risk Management, Emergency Planning, Security, and the City Attorney's office. Serves as the Department's liaison with Cal/OSHA; participates in onsite visits and inspections and takes the lead role on regulatory communications. The Health and Safety Program Manager (0932 Manager IV) is required to perform other related duties as assigned.
Qualifications Minimum Qualifications : Education: Possession of a bachelor's degree from an accredited college/university; AND Experience:  Six (6) years of experience in industrial hygiene, industrial safety, and/or occupational safety and health. Qualifying experience must include three (3) years of experience supervising professionals engaged in industrial hygiene and/or occupational safety and health work; AND License/Certification: Possession of valid certification in the Comprehensive Practice of Industrial Hygiene by the American Board of Industrial Hygiene OR as a Certified Safety Professional by the Board of Certified Safety Professionals; AND Possession of a current valid California Class C Driver's License. Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)  Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. Desirable Qualifications :  The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring: Master's degree in Environmental Health/Management, Occupational Safety & Health, Industrial Hygiene, Safety Management, Toxicology, or a closely related field. The Supplemental Questionnaire Examination is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position include but are not limited to:  Ability to develop, implement, maintain and evaluate effective occupational safety and health policies and programs. Ability to effectively manage occupational safety and health professionals and administrative staff including knowledge of management techniques and principles which are effective with such a team. Ability to analyze complex technical issues and reach decisions effectively.  Ability to set goals and objectives for Health and Safety Program including developing a strategic plan with performance measures. Ability to effectively communicate verbally and in writing with various audiences. Applicants will be given a deadline to return the Supplemental Questionnaire Examination. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. The department may administer additional position-specific selection procedures to make final hiring decisions. The duration of the eligible list resulting from this examination process will be of  twelve (12) months , and may be extended with the approval of the Human Resources Director.
