Program Manager II Location: Washington, DC (Virtual - Remote work authorized) Contingent Upon Contract Award Responsibilities: PD Systems has a contingent requirement for a full-time Program Manager II to support the Program Manager IV by providing comprehensive program and project management support services for the planning, execution, and monitoring of various Federal programs and projects in support of the Indian Affairs Office of Facilities Management and Construction (OFPSM). The Program Manager II will develop and track all information on taskers, requests for information, projects, and other performance measures associated with the program management cycle from initial tasking to closeout. The Program Manager II will create and maintain project schedules, tracking progress against milestones and deadlines; coordinate with OPFSM and external Indian Affairs staff so that all bureaus/offices will stay at the forefront of tracking projects and advise senior management of performance of outputs. The successful candidate will perform and focus on change management within the organization; preparing, supporting, and advising the office on strategies to adopt and use changes to business processes, systems, and technology, developing roles and responsibilities and structures to improve processes and build effective checks and balances. The Program Manager II will conduct thorough assessments of program/project requirements and stakeholder needs; facilitate project meetings and regular status meetings with stakeholders; identify risks and develop risk mitigation strategies as necessary; and prepare program/project status reports and presentations for executive review. The Program Manager II will collaborate with project teams and coordinate resources to ensure project team members are equipped with the necessary tools and information; provide guidance on project management best practices and methodologies; support the implementation of project management methods, tools, and technologies; develop tracking and reporting mechanisms to facilitate program management and project tracking; and work with government personnel to develop and implement a communications system with existing resources in MS Teams, SharePoint, and/or Tableu. Some travel to conduct site visits may be required.
Education and Experience: Must possess a Bachelor's Degree and 1-4 years of experience of relevant, on-the-job experience. Must possess a demonstrated ability to manage projects and interact effectively with others in a broad range of functional and technical backgrounds. Must be able to handle stress in a deadline-driven environment. Must possess a high degree of professional judgement and ingenuity in interpreting guidelines for application in day-to-day issues and analyses. Must have the ability to perform problem solving of a precedent-setting nature. Must have proficiency in using financial systems and software applications (e.g., MS Excel, Work, PowerPoint, SharePoint) for presentation of analysis and preparation of supporting documentation. Other Specific Requirements: Must be a U.S. Citizen. Resume must reflect education and experience requirements with an emphasis on experience performing cited responsibilities.
