About the Job:
The Minority Affairs Officer serves as the Grievance Coordinator per rules governing adults in custody grievances and discrimination complaints. Works with adults in custody to assist them in understanding the grievance process and what is permissible. Works with grieved employees in preparing initial responses which are clear, concise, and properly documented. Promptly and thoroughly logs and tracks all grievances to assure timely responses to the adults in custody. Records and documents actions taken about adults in custody's grievance complaints and resolutions and provides confirmation that corrections required have been accomplished. Follows up with those that are close to their deadline to ensure we meet requirements for a timely response. If a grievance is appealed, the minority affairs officer investigates adult in custody grievances and prepares grievance appeal responses for the Superintendent's signature.
Your Role:
In this position you will be responsible to process all adults in custody grievances and discrimination complaints within the institution. This includes excellent communication with the adult in custody to ensure they understand the grievance process and their grievance is appropriate. Respond in a timely manner with the responses to adults in custody so they can complete a grievance within the time constraints. Provide sound communication with the grieved employee so they understand what they are being grieved for and understand timelines and requirements for an appropriate response. Regularly update database to show timelines and deadlines are being met. Follow up with reminders to ensure timely responses are being completed. Review responses to ensure grammar, spelling and punctuation is correct. Ensure final responses get to the adult in custody and close out entries in the database. Should a grievance be appealed, investigates adult in custody grievances and prepares grievance appeal responses for the Superintendent's signature.
Meet with adults in custody as needed to help them understand the grievance process, and to resolve issues prior to their turning toward the grievance process.
You must recognize that our greatest contributions to long-term public safety is the way we contribute to positive Adults in Custody change, our staff to adults in custody and staff to staff interactions should, to the best of our ability, model, direct, and teach pro-social behaviors to all Oregon adults in custody. This acknowledgement requires you to develop and facilitate arrangements for diverse cultural programs for adults in custody to present within the prison environment to encourage a broader understanding and appreciation for cultural differences. Trains new staff as well as educates and familiarizes experienced staff in areas of adults in custody diversity affairs, grievance review system, and discrimination complaint process.
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences
Or, a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years' experience coordinating or administering a program

Or, any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Emotional intelligence- empathy, effective social skills, self-awareness, self-regulation in dealing with disgruntled adults in custody and employees. Motivate and teach people as they work through the grievance process. Ability to learn new processes, rules, policies and procedures. Time management skills required to ensure no late responses occur. Database is kept up to date. Must be detail oriented to ensure accuracy of information on responses and information dealt with on a daily basis. The incumbent of this position is subject to callback in the event of an emergency or work stoppage and is subject to assignment in any area of the institution. Possible encounters with abusive and/or hostile adults in custody pose the risk of physical injury. Work requires the use and operation of a computer utilizing database, word processing, and other software six to eight hours daily.
The institution is located in Eastern Oregon and is exposed to temperature extremes and inclement weather. The institution buildings are generally climate controlled. Walking long distances to get to a workstation to perform work or make contacts is common. Most Adults in Custody housing units are multi-level requiring the use of stairs to reach the upper levels.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%. The State of Oregon provides a generous benefit package, which includes family health and dental insurance, optional short and long-term disability and term life insurance – all of which can be tailored to individual needs. Also provided are fully paid retirement program, modest life insurance policy, paid holidays, vacation and sick leave. Position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
