We are seeking an Early Literacy Tribal Grant Education Specialist to join our Office of Indian Education at the Oregon Department of Education
. This is a permanent position represented by the Service Employees International Union (SEIU)
.
This role is a hybrid of remote work and will need to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What you will do!


The primary purpose of this position is to design a robust statewide Early Literacy Success Tribal Grant Program to implement the Governor's Early Literacy Success Initiative. This initiative provides resources and support to the federally recognized tribes of Oregon to improve early literacy outcomes for students throughout tribal communities in Oregon.
Typical duties include:
Leading the development of the Early Literacy Success Tribal Grant Program and developing recommendations on the allocation of funding for early literacy strategies; including facilitation of the Tribal Language Advisory Committee.
Implementation of the Early Literacy Success Tribal Grant Program; including administering non-competitive grants, in partnership with federally recognized tribes of Oregon.
Collaborating closely with members of the ODE Literacy Team, Tribes, and external partners to maintain Oregon's Early Literacy Framework and ensure the framework reflects the cultural, linguist, and equitable research and evidence-based practices around early literacy.
Building partnerships with state agencies and other state and local partners to leverage available resources, including federal funding, for expanding Early Literacy Success Tribal Grants capacity to improve early literacy instruction.
Developing, publishing, and maintaining an online inventory of literacy assessments, tools, curricula, and digital resources to support early literacy.

What you need to qualify

Master's degree in Education or related field from an accredited college or university and five years of education experience (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator).
A Doctorate in Education or related field from an accredited university may substitute for two years of the required minimum education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

Desired Attributes (what we are looking for):
Expertise in Literacy and Tribal Languages. Expertise in implementation of Literacy initiatives Pre-K to 12 and integration of Literacy concepts and learning into all education environments. Including knowledge of local, state, Tribal, and federal programs related to early literacy and Tribal languages.
Knowledge and understanding in building, maintaining and supporting relations with federally recognized tribal governments and representing a variety of perspectives and lived experiences.
Strong communication skills, including speaking, writing, and presenting. Including the ability to collaboratively facilitate group dialogues and solicit and value diverse viewpoints as a leader.
Fluency with office software, applications, collaborative platforms, virtual meeting apps, and presentation software (e.g., Microsoft Office products, Google Suite, Smartsheet, Adobe, Zoom, Microsoft Teams, GoTo Meeting).
Strong organization and project management skills, including the ability to manage multiple priorities, work with multiple deadlines, continual change, and at times heavy workloads, and pivot between competing priorities (including many same-day requests) and situations with ease and grace.
Experience providing advice or technical assistance to tribes, school districts, community groups and the public.
Ability to take broad concepts and convert them to guidance and direction.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
