Job Description and Duties Under the general direction of the Deputy Director, Office of Internal Affairs (OIA), the Centralized Screening Team (CST) Correctional Administrator is responsible for directing the day-to-day operations of the CST. The incumbent plans, organizes and directs CST staff in the review, tracking, and assignment of inmate and third party allegations of staff misconduct; may review recommended actions; provides direction to and collaborates with CST managers regarding complex complaints; including but not limited to: Expertise all aspects of prison and parole operations, Armstrong/Clark Remedial Plans, Coleman Lawsuit; PLATA lawsuit,  interprets Department Operations Manual (DOM), California Code of Regulations (CCR) Title 15, and reviews and interprets local institutional policies; oversees the collection of and reviews CST data, and reports CST productivity.  The Correctional Administrator collaborates with OIA investigators and other program areas on issues related to staff misconduct allegations; provides guidance to the CST Captain and Staff Services Mangers I (SSM I) regarding CST training for screening criteria, workflow processes, and grievance rejection criteria.  The Correctional Administrator provides consultation, assistance, and training to CDCR Hiring Authorities and other staff regarding policy, procedures, laws, and regulations screening of offender grievances pertaining to allegations of staff misconduct.

If it is determined a candidate does not meet the Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position. Candidates who have been withheld may file an appeal with the State Personnel Board. 3. Candidates new to CDCR or the Division of Juvenile Justice are required to submit to a background investigation process utilizing Live Scan fingerprinting, and Tuberculosis testing prior to appointment followed by departmental annual Tuberculosis testing/evaluation thereafter. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience in workload management.   Thorough understanding of organizational and unique operational aspects of a prison system, and strong understanding of institution's policies. Experience leading, supervising, and/or managing a team of professional staff. Strong analytical skills, good research skills, effective time management skills. Ability to understand and interpret Department Operations Manual (DOM) and California Code of Regulations (CCR), Title 15 Excellent verbal and written communication skills, organizational skills, and demonstrate attention to detail. Proven ability to exercise a high degree of confidentiality, initiative, responsibility and independence. Work well under pressure and meet deadlines. Ability to maintain professional and courteous working relationships with subordinate staff, colleagues, constituents, internal/external stakeholders, and executive level staff. Training and experience in interview techniques of Incarcerated persons. Ability to write clear and concise reports. Ability to accept constructive criticism to further develop or enhance skills. In compliance with California Penal Code Section 6065 (b)(1), applicants must be able to successfully complete and pass a thorough background check in addition to the original background screening originally conducted when the person was hired as a peace officer.
